coun cillor norman barnard and well it might for the site is adjacent to mr barnards lovely country home at rr 3 new market councillor barnard in introducing the subject said he was speaking not only for himself but for other residents in the area who were also directly affected as a private rate payer he submitted a let ter of protest that was read at a meeting sept 10 mr barnard said that while the land in question was registered under the name of herbert mcguflin not want my direct in volvement to unduly in fluence any decision coun cil might make the let ter read but on the other hand it continued i would be remiss in my duties as an elected rep resentative of the people of this township if i did not go on record that council must police and enforce its bylaws for the protection of all taxpay ers council agreed to in form their solicitor of the alleged problem and await his advice village development a benefit burden board stouffville the plan has been chang ed but the policy of planning board has not a buildup of 416 homes plus town houses on the former harper farm between concessions 9 and 10 received little encouragement from members at a meeting sept 12 a portion of the proposed development outlined by representatives of stephyl investment limited would be located in the township of markham and the remainder within the south boundary of stouffville the spokesman for the firm was mr percy wright board chairman reg mckay said that in his opinion the proposal was at least two years pre mature he said that there were other plans of subdivisions to the north that should have pri ority mr mckay said too that he would oppose any program of road design that would channel traffic up obrien avenue or into the town park he was supported by member ken wagg mr wagg suggested that the rightofway from the subdivision to main street would have to be built in an area east of the arena but dont spend too much money on engineering because it wont be approved tomorrow warned mr wagg mr wagg insisted that any proposed buildup of such size would have to be accompanied by support ing industrial assessment we want development to be a benefit to stouffville not a burden he said mr wright argued that the homes should come first and industry to follow unless housing is available they industry wont give you a sec ond look he said mr wagg noted that serviced industrial land at an attractive price was vital reeve ken laushway returned to his previous claim that there were too many owners of small pieces of undeveloped land and until the situa tion changed there was little likelihood of further approvals were not interested in growing over night like richmond hill we have sufficient services to look after our present population in fact we have kept ahead of the need we know- where were going every street in town is sewer ed and we have sufficient water he said the reeve noted that even if all outlying undeveloped areas came under one ownership the buildup would have to be done in phases were not in terested in becoming a satellite city he said progress has to continue argued mr wright you should welcome new people to town we welcome the people but not their prob lems replied mr wagg firm representatives agreed to investigate the possible acquisition of additional properties and return again at a later date norman barnard like television police
