following outline the total increase for the year 1967 on resi dential property for the year 1968 is 643 mills there is an increase in the public school rate of 171 mills the increase in the high school rate is 501 mills for a total of 672 mills in education the reduction for all municipal purposes including the county is 29 mills the reduc tion in municipal rates is due to a reduction in the county rate by reason of the province of ontario taking over the cost of the admin istration of justice any relief in a county levy by reason of assistance from the prov ince must of course be reflected in the mun icipal tax rate the government of ontario has indicated that legislation will be introduced in 1968 providing for the province paying the taxes on the first 200000 of equalized assessment using the provincial equalizing factor while the increase in taxes of 643 mills for the village of stouffville on residential pro perty will increase the taxes on a home assess ed at 400000 by 2572 the same home owner can expect a refund of 5873 so that his net reduction in taxes for the vear 1968 as compared to 1967 will be 3300 while this legislation has not yet been passed i have every reason to believe it will be and will be effective for the year 1968 while it is shown that the school taxes have increased this year from information that is available as provided by the schools this in crease might have been much larger had the schools not reduce their surplus funds con siderably this will be the last year of operation for the existing school boards it is impossible to predict what the rates for the school board will be for the year 1969 at this time the extra assistance being provided by the province as stated above will it is hoped continue to help in holding
