worm but clerk harry crisp of markham township re ceived nothing but criticism from reeve chas hooper on tuesday for his alleged pre mature presentation of two bylaws the bylaws concerned sunday sports and sunday movies questions that had been approved by the elec torate on dec 6th reeve hooper charged that in pre senting them for approval without authorization from the council the clerk had overstepped his authority the clerk is paid to take instruction from council continued the reeve in this case he has instructed the solicitor to prepare two by laws when the request should have come from us twp solicitor paul mingay attended the meeting defends clerk councillor allan sumner came to the defence of the clerk saying that the issue had been discussed at a previous session of council wells in the scarboro general hospi tal he was 74 mr wells was a lifelong resident in the stouffville area he was born at van- dorf in whitchurch town ship the son of the late charles wells and annie ransom in 1915 he was married to blanche lewis who survives the couple would have celebrated their 50th wedding anniversary this thursday for 11 years mr wells was the manager of the albert ncighorn farm south of lemonville he then purchased the former mc- kueri farm known as spruce fair where he lived for 25 years until his retirement for the past 10 years lie re sided on lloyd avenue in stouffville but still liked nothing better than to re visit the property operated by his youngest son grant mr wells was an active participant in local sports playing hockey with the once famous almira team of 1931 and district football clubs whitchurch residents will recall the years he served as township constable and trustee on the school board at lemonville he was an ardent supporter of the plow mens association and re tained his keen eye for a straight furrow and good finish always a good neigh bour lie enjoyed a wide cir cle of friends while active in farming and following his retirement besides his wife he is sur vived by three sons lewis allin and grant and three daughters reita mrs floyd forsyth vera mrs john gibbins and phyllis mrs r l kerr daughters shir ley and evelyn are deceased there are 12 grandchildren and one great grandchild a brother alfred resides at uxbridge and another broth er herbert lives at aurora a sister mrs wilfred lun- dy edna resides at quecns- a tight rein on urban growth in the fringe area including stouff ville only four representatives from the fringe municipali ties are on the 2iman metro planning board and these are appointed on a district basis there has been pres sure for some time that the outlying areas should have more board members if metro was going to exercise authority over them the new metro plan will dictate the
