confirmed the report that both mt zion and balaam schools will be closed permanently at the conclusion of the june term the balsam students which will number about 10 will be transported by bus to cedar creek a few miles to the west mt zion pupils estimated at about 30 will attend the school in greenwood mr gibson said that the closing of the school at mt zion was favoured by the majority of ratepayers in that community following several public mccpnes he said that in all likelihood the board would have kept it open for at least one more year he said that the building vs in a fair state of repair but the former trustees had experienced some difficulty in retaining a qualified teacher the structure was erected in 1875 considered unfair the balsam school is one of the oldest in the town ship the condition of the building is not suitable and the attendance is small the board chairman said that it would only be fair for the balsam children to receive the same educa tion service as other pupils in the area since they were charged the same rate the altona school will remain open but grades 7 and 8 will be transported to cither greenwood or green river one room containing grades 1 to 6 will be re tained pickering school bd questions flat rate charge across area these schools will not reopen in september a 15 mill rate has been estab lished throughout the whole of pickering twp public school area no 1 with the exception of audley in spite of opposi tion expressed by members of the board the tribune was prompted to check into this policy after sev eral complaints were received from residents in sections where a sizeable surplus had been re corded at the end of 1964 they felt that they should have re ceived the benefit of this money when the rate was established for 1965 board chairman donald gib son of brougham said that the decision to impose a flat rate across the area followed a re- ommendation from the inspec tor he said that the members had asked that this method be changed but the inspector was opposed he felt that the mill rate should be levelled and we should start from scratch he said he admitted however that the board did not feel that the policy was fair little maintenance the chairman said that in some instances individual boards had piled up a consider able surplus because they ne glected to spend money on their school buildings he said that some properties now under the jurisdiction of the area board were in a poor state of repair he said too that sectional trustees had been advised to cut their surplus accounts to the bone in 1964 he noted that in fact the takeover of accounts would result pretty well in an adequate surplus for the area board to carry the range per sectoin was from a minimum of several hundred dollars to a glasgow in ux bridge twp passed away in the aiaxpickering hospital he was 73 the deceased was the son of the late frank and mary for syth and only recently moved from the glasgow district to take up draw up their summer schedule drunk driver in crash tha four near manchester a coroners jury last week re- 1 his lung and severing his wind- commended that a halfmile stretch of highway at the junc tion of highways 7 7a and 12 have the speed limit in both directions reduced from 60 mph to 40 mph the jury was inquiring into the death of marvin toole 27 of whitby who was killed in a twoear crash on highway 12 a half mile north of manchester april 16 his wife ruth 22 daughter carolyn 2 and wal lace foster driver of the other car were also killed in the ac cident the verdict said that toole died as a result of haemorrhag- ing due to the fact that a car driven by wallace foster whose ability to drive was at that time impaired by alcohol crossed the centre line of the road and collided with the toole vehicle dr c martin of oshawa the pathologist who performed the post mortems on both drivers said he had sent blood and urine samples from both men to the attorney generals laboratory the laboratory report show ed there was no alcohol content in tooles blood or urine but in foster his blood test showed 23 parts per thousand and his urine showed 25 parts per thou sand dr martin also told the jury toole had died from the result of the main artery of the body being severed resulting in se vere haemorrhaging foster died as a result of a portion of metal from the horn rim going through his body like a piece of shrapnel and piercing pipe the doctor testified constable gary patton an off- duty member of the oshawa police department who witnes sed the accident said he and his wife were passengers in a car driven by paul tran of rr 4 bowmanville and were also heading south on hwy 12 we were heading back to oshawa and just before the ac cident happened tooles r passed us about a half mie from where the accident took place at the same time toole passed us i noticed fosers car coming over the top of a rise heading north his car appeared to be half in the ditch and half on the road constable patton told tha jury tltat just before the acci dent toole had tried to get his car off the road when he saw the foster vehicle heading for him after the accident he said mr tran and myself went to the two wrecks and tried to give aid to the passengers the baby was the only one who was alive at that time so mr tran took her to hospital whitby opp constable d d timleck who
