program was introduced in the fall of 1953 and has grown larger and more produc tive since in spite of the six weeks cur tailment jt has in the past win ter produced parttime jobs for some 161000 canadians the municipalities have done a good housekeeping job in se lecting projects with a high la bour content the average per centage of pvrol cost to total cost was 35 percent the federal un dertaken with quebec leading all other provinces with 2664 projects and ontario in second place with 1329 indian bands are also includ- ded in the plan and the de partment of citizenship and immigration acts as a province would on their behalf they un dertook and completed some 73 projects and provided employ ment for 1297 men on indian reserves where these projects were undertaken the
