ontario will offic ially open a new hospital at richmond hill thursday nov ember 28 the official opening ceremony and dedication will be at 230 pm and from 330 pm in the afternoon and from 730 to 10 pm there will be op en house for inspection of the new building built to fill a longfelt need for hospital accommodation in the district the york central was built and equipped at a cost of more than two million dol lars the present building will provide for 126 beds and 40 bas inets and is planned for future expansion to a 600 bed hospital fully equipped and staffed it will be ready to receive patients by the middle of december an invitation is extended to all people of the district with a special invitiation to all who contributed in the recent united hospitals campaign the hospital satisfactorily the estimates are being con sidered on thursdays and fri days from seven to tenthirty in the evening this only allows seven hours per week for this essential business of the house the house leader of the government plans the work of parliament and is directly re sponsible the fault with this procedure is that one department is in troduced discussion is carried on for three and a half hours and if the discussion is not com pleted that department is drop ped and a new one is introduc ed the following day this has been carried on this session and as a result only a few departmental estimates have been completely aprpoved out of approximately twenty departments if the government expects to complete this work before the christmas prorogation a more concentrated effort will be nee ded the government is still un prepared to make a definite statement as to whether they are willing to extend an in crease to disabled and blind pensioners the increase to these people was always made simultaneously with the in crease to old age pensioners one can only assume that there is a great reluctance on the part of the goverment to extend the ten dollar increase to this deserving group the members of the opposi tion parties are prodding the government continuously on this matter without success all they can wrest from minis ters is evasiveness the last motiurt to go into supply produced an amend ment condemning the govern ment for its failure to ctv out the spirit of cooperative federalism and for its neglect to consult with the provinces before announcing or undertak ing programs which fall wholly or partly with provincial juris diction a oneday debate ersied in which biculturalism bilingual- ism shared programs and ev erything having to do with the provinces was discussed the supply motions have been introduced on mondays and the debate has lasted until tuesday evening this is of course provided for under the rules of the house now that they
