vijjjpwyvi the community of brougham lost a wellknown and highly respected longtime resident on saturday in the sudden passing of mrs mary matthews in her 83rd year the late mrs matthews play ed a very important role in the life of the hamlet where she li ved for over half a century she always retained her con nection with st johns united church in brougham and at tended services regularly when her health permitted she was a member of both the womens institute and the uniiral church women and beautiful baskets of flow from both organiza tions occupied prominent posi tions in the mceachnie par lours at pickering another lovely bouquet contained a card that read the neighbours and this was typical of the many friendships that the deceased had made and retained over the years mrs matthews the former mary edith routley was horn south of ashburn the daughter of the late william and annie routley following her mar riage to the late lafayette mat thews the couple took up perm anent residence in brougham where mrs matthews continu ed to live until her recent death before moving to her late resi dence on the brock road in 1915 she lived at the site of the present pickering twp expressed the hope that the session would end before christmas the pro- cram is subject of course to the speed with which parlia ment is able to deal with it as i have pointed out previ ously the most urgent busi ness before the house of com mons at the moment is ihe com pletion of the consideration of estimates of the various de partments it has now come to the point where the session cannot end until this essential work has been completed the prime responsibility of the house of commons is to deal with supply and this is a res ponsibility to the taxpayers of the country hie prime minister pointed out that the essential bill amending the income tax act had to be dealt with and com pleted next in priority he said is the bill to deal with surcharges on imports order the amendments to the tech nical and vocational training assistance act he said are im portant and since this matter is now in the form of a resolu tion on the order paper the government hopes that the amendments will follow prior to the end of the session another matter he pointed out that the government hopes to have considered is the re distribution of constituencies in all of canada based on the last census the government also has in mind certain amendments to the national housing act these according to the prime minister are the major pieces of legislation the government would like to have passed be fore parliament prorogues there are a number of in consequential pieces of legisla tion he listed that have to be dealt with before christmas some of the important items of legislation have been shelv ed until parliament meets again after the new year one is the columbia river situation there has been a great deal of delay in implementing this agreement because of the posi tion taken by the government of british columbia the for mer government experienced the same difficulties and al though the present govern ment had hoped to deal with this expeditiously it now finds itself in the same position the matter of appointing an other minister of agriculture for eastern canada is also be ing deferred no reason was given for this deferment the establishment of a cana dian development corporation evident has been postponed as well as the consideration of the report of the gill commission on the unemployment insurance act one of the most important pieces of legislation is the can ada pension plan and this also has heen deferred until the next session of parliament this de cision is based on the necessity of further discussions at the federal- provincial conference which is to be held beginning november 25th these important items of policy and legislation were all part of the program outlined by the government in the throne speech at the beginning of this session this at pres ent is the situation as far as the work of the house of com mons is concerned upon the completion of the rnmc ministers statement a number of comments were made by various representa tives of the opposition parties the ndp member for winni peg north centre started out by saying that this session of parliament began with a speech from the throne the purpose of that speech was to let parliament know what the program of business was for the ensuing session since we had not made much progress on the contents of that speech he said the statement made by the prime minister this day could be taken as another speech from the throne he labelled it a revised bill of fare this situation reminds us of the budget and the retreats that were made from the origi nal intentions we now have had a number of nonconfidence motions there is one more to he in troduced and this will be done on tuesday november 12th following the disposition of a nonconfidence motion on the second day of the debate there usually is a little more than one hour left this time is con sumed by the members of the house in bringing forward grievances on a great many subjects one of the grievances that has been discussed is the eva siveness of ministers in answer ing questions put to them by members of the opposition parties as one member who has been in the house for a great manv years representing the ccf and now the ndp commented in effect that in ail of the years he has been in parliament he has never wit nessed more evasiveness by ministers as he has experienc ed now patronage is another favour ite delegation of four employ ees with the uxbridge town ship road department appear ed before a regular meeting of council on monday night to seek a new wage scale and working agreement to be retro active to nov 1st 1963 the spokesman for the group was robt forsyth he asked for a rate of 175 per hour and a guaranteed work week of five- 9 hour days an only alternative was an hourly wage increase
