that the failure to use administrative lot fees for capital school ex penditures is costing the rate payers of markham township many thousands of dollars an nually in excess of school rates mr patterson is a chartered accountant and chairman of the public school trustees assn of markham township and has made a detailed study of school costs he stated that many far mers were required to pay lot fees to the municipality with out receiving any benefit in re turn mr patterson read letters from school trustees in mark ham township who are serious ly considering the problem of school financing mr jack stone trustee of tsa no 1 in the thornhill ar ea when interviewed said are you paying more taxes now and enjoying it less you prob ably are if you are a taxpayer in markham township school area no 1 mr stone went on to say just about every new subdiv ision that is occcupied adds to the load of existing school fac ilities and generally results in a school addition or in some cases a complete new school as a taxpayer in this area you are taxed for existing and new school facilities when you buy your home you pay either directly or indirectly a lot fee amounting to at least 500 as has been pointed out previously the municipal act states that this fee shall be used within the subdivision from which it is collected since roads curbs sewers and water services are paid by the subdivider where is your lot fee spent this is to advise you that it is not being spent to build that new school stated as simply as possible the use of lot fees to reduce the initial debenture cost of build ing schools will result directly in lower school taxes in your school area support your school board in their efforts to reduce school building costs and taxes in your area another letter mr patterson read was from mr don mo clennan trustee of the tsa no 2 school near locust hill and cedar grove who in expressing his opinion on the subject had this to say rural communi ties of a township such as mar- kham must be constantly alert observations of townships such as ours peripheral to a large city indicate that a quiet ham let can become a busy subdivi sion practically overnight cer tainly pupil population can ex ceed current accomodation fas ter than the established resi dents can afford to build more schools a township should have a sense of responsibility to tax payers of long standing a portion of lot fees collected from the potential inhabitants would be his contribution to the building of additional necessary classrooms or schools this is not a radical practice other enterprising municipalites have used this method of defraying the cost of education mr patterson said here are opinions from opposite sides of the township and in between we have school area no 2 where the taxpavers will lose over 62000 in the next twenty years and most of that in the next five years because lot fees amounting to 25000 have been diverted for purposes oth er than capital school costs reference was made to the proposed subdivision at union ville mr patterson gave sub stantial evidence that ratepay ers at unionville and those who will become ratepayers will be mortgaged beyond endurance unless the lot fees arc used for the erection of required school facilities the use of lot fees could provide a school without debt and maintain a much low er tax rate for many years to come at the close of the meeting it was announced that mr patter son urged by many citizens was considering a nomination as condidate for reeve of mark ham township at the coming election thursday november
