that no qualified voter who wishes to vote need lose his franchise mr robarts said i have asked the chief election officer to make absolutely sure that ail these provisions for the pro tection of the right of the voter to vote are made very clear in order that no one shall be lft off the voters list the enumeration procedure mr robarts explained is as follows aftpr the lists have been posted any person whether the voter himself candidate an agent or a neighbour of the voter can notify the returning officer in writing of the omis sion of a voter from the enum erators list those notices may be given to the returning of ficer any time up to and in cluding the day before the revision starts upon receipt of such notice the returning officer sends a team of special enumerators to enumerate the voter of whom notice has been given and any other qualified voter in the premises who may have been omitted this reenumeration may proceed up to the day be fore the close of the revision and the names so enumerated in the absence of valid objec tion are added by the revising officer to the lists on the last day of revision any qualified voter may also make application to the revis ing officer in person to he add ed to the list or if unable to attend because of illness ab sence etc application may be made on his behalf by a rela tive by blood or marriage or by his employer this means mr robarts said that the compilation of the urban lists is a continuing process which will continue throughout the latter part of august and for about the first half of september even if a qualified voter in an urban polling subdivision fails to take advantage of these simple methods of having his name added to the list he may still if he is on the municipal list be vouched for by a voter whose name is on the provin cial list and sworn at the poll this is an unique provision which was added to the ontario election act in 1951 with respect to rural polling subdivisions it is even simpler any qualified voter omitted from the lists by the enumera tors may be vouched for and sworn at the poll- in such poll ing subdivisions he need not be on the municipal list balsam ml zion aug 15 mr and mrs onthespot reporter should be noted the observations and opinions incidentally come from a young folk song enthu siast who with long range plan ning attended the festival to hear the concerts and the con certs were excellent among many outstanding singers ma ny of whom were canadian a group o f five jamaican boys who held third place in a world competition were exceptional the considered opinion of our reporter was that the rowd yism was caused not by the folksong enthusiasts hut by a small percentage of attendants who seemed to be bent on breaking things up folk sing ing has become so popular in the last few years that orillia should have expected record crowds and three restaurants and the local hotels were gros sly insufficient to serve the needs of almost twenty thous and crying teenage stomachs some of the young people slee ping in cars and on the street were there because accomoda tion was so poorly organized that there was no place to stay litter baskets were few and far between and fifty police men where 500 were needed al lowed small troubles to grow unchecked it is too bad that the urge to sing and hear folk songs and the need of a place for young people to do it together has been ruined by a town interest ed in making 50000 dollars but with so little foresight organi zation and control our report er enjoyed the concerts encouti tered no difficulties with room
