discourage the haphazard development of resi dential homes in the rural areas of the township in an effort to maintain such a control the first and second readings of a new zoning bylaw demands thai houses in the country shall be 2000 square feet in size exclu sive of the basement this stipulation aroused some criticism from an audience of less than fifty persons that at tended a public meeting ai brougham on thursday night the chairman of the planning board mr hardy craig said that a twostorey home of 1000 square feet on each floor would fall within the requirements of the bylaw he noted further that such a restriction did not refer to hamlets such as green river brougham or the police village of claremont mr ray percival of project planning associates said that school costs in rural areas com prised a major per centage of an individuals tax payment and as long as such construction was permitted without restrictions the school costs would continue to climb he said that the cost of educating one child in public school for one vear ranged from s200 to s250 he said that the taxes from a home in a non- serviced area with 1150 square feet of floor space would amount to about s1s0 he pointed out that as the size of the family grew the load on the municipal ity climbed on a comparative basis son ts a farmer mr percival was asked if a farmer could build a home on his property of 1150 square feet for his son in reply the speak er explained that such a house could be erected if the son was assisting his father in ihe opera tion of the farm and would auto matically succeed as the owner he said however that permis sion would be denied if the son only wished to live on the pre mises but had employment else where he stated further that if the farmers son moved into the main residence the parent would be permitted to build a new home on the property of 1150 square feet the chairman mr craig ex plained that the planning board wished to hear all complaints prior to the bylaws presentation to the council for a third read ing he said that all suggestions would receive fair consideration following a third reading the bylaw will thtn be forwarded to the ontario municipal board and a public hearing will be ar ranged at that time when all grievances will be aired once more seven members of the township planning board were in attendance along with reeve sherman scott and councillor milton mcivbrav and hubert wank s40000 investment a representative of the trios shea real estate of markham charged that a residence of 2000 square feet phis the lot would include an investment of poss ibly s100o0 he said that his firm had done a rather large amount of business in the rural areas of pickering and consid ered this demand to be too sev ere mr craig argued that unfor tunately residential buildup of small homes in rural areas had not been counterbalanced by either industrial or commercial development which added up to one thing high school taxes a clause in the bylaw stipu lates that no gravel pit can be located within 200 feet of any existing dwelling or business and must he back 100 feet from any road mr regan of the j d regan co cone 4 and 5 suggested that the plan should he altered to include another 50 acres on the 4th concession that was already operating as a gravel excavation mr regan was asked to present a detailed map of the property in field day the port perry farmers edg ed out the brooklin club for top honours in this years field day events final tabulation shows port perry with 62 pts brooklin 54 uxbridge 35 and beaverton 32 there were many competitors in each event and the results were un certain until the last event was completed the competitions included a softball tournament track and field events rifle shooting and a field day being held at peterborough on july 20th nature hike at claremont greenwood a series of conducted nature hikes will be held for the pub lic in five conservation areas this coming weekend july 6 7 by the metropolitan toronto and region conservation au thority experienced authority per sonnel will serve as guides on the hikes which will take about one hour to complete along the picturesque nature trails in the areas the first hikes are scheduled for saturday at he boyd con servation area near wood- bridge at 2 pm 4 pm and 7 pm on sunday hikes will taka place at the following areas be remembered for years as one of the most extra ordinary performances by a minister of finance in canadas parliamentary history the withdrawal of the 30 per cent tax on foreign stock sales one week after it was intro duced is without parallel in the history of federal budget de cisions the curious thing was that the criticism directed against this measure by the exchange people themselves charged flatly that the measure indicated an abysmal ignorance of the way that stock transactions operate there was also the charge that the measure would have a dis astrous effect on stock trading and might even wipe out the excha nges it was alleged that it would have the effect of drying up the sources of badly needed foreign capital these charges were ob viously so solidly bases that it became necessary for the gov ernment to recognize their val idity and wilhdraw the measure the incomprehensible feature of course was that the measures were prepared under the aegis of a minister of finance whose familiarity with ihe market was taken for granted and with the advice of persons whose association with the market was intimate and continuing this was one of the factors which lent an air of unreality to the whole proceeding the announcement of cancella tion of ihe measure coming as it did in the middle of ihe after noon was calculated to produce the inevitable chao and confu sion from which the market has not fully recovered this was only one aspect of a budget which unfortunately bore the look of having been prepared in haste and without proper consideration of conse quences for the rest the budget car ried into effect some of the favourite theories of the minis ter of finance and his group of advisers theories which had ap pearcd in print in troubled canada mr gordons book and which allegedly formed tho cornerstone of the governments fiscal and monetary policy one measure alone and its withdrawal is not enough to invalidate a budget neverthcs the roar of criti cism over the stock sales tax only served to drown out tem porarily equally vociferous and equally indignant criticism lev elled at other measures almost equally controversial the tax on building materials drew heavy criticism from build ers exchanges across canada and brought with it the threat of increased unemployment in the building industry this win ter which the 500 rebate on winterbuilt homes was not enough to relieve the building materials tax along with the lax on new indus trial machinery taken together would have the effect of hitting at any plans for expansion by industry right across the coun try the simple fact of the matter was that the building of new plants and the installation of new machinery in any program of expansion could now be under taken only upon payment of a heavy additional premium and the premium of 11 percent was just enough to cause the shelv ing of any such plans unlll such time as the tax would be re moved here again the effect upon winter construction employment would make itself felt in a dras tic way these were some of ihe con siderations which were being brought home to the govern ment and its budget advisers as ihe debate unfolded in the house of commons the budget may have been an economists budget although even that is not certain it is certainly not a businessmans budget and not a workingmanj budget anolher measure so far neg lected in its implications hut one which will produce a great many headaches is ihe meas ure related to a rebate for those who build homes in the period between december 1 and march 31 the task of inspecting each and every home for which appli cations come in will be a monu mental one and will mean that the governmenl will have in find an army of inspectors whos job will he io go across tho country and make sure that all ihe applicalions which come in are in line with the requirements of the measure the problem of tying in the winter works program with the municipal loan fund has not been resolved there have been discrepancies in statements from iheminlstcr of finance and thn minister of labour on this sub ject in reply to questions which i asked in the house these programs to be effec tive must work hand in hand and it is hoped for the sake of municipalities across canada who are now planning their programs and for the sake of those who are counting on these programs for winter employ menl thai nothing will be allow- ed to interfere with the proper carrying out of the winter works program which has provided a great deal of employment in thn past five years lighting the way of men
