necessary noise filed on the same night against wm ross mckay rr j unionville re sulted in a 10 fine as a second offender in magistrates court richmond hill onfriday a squealing turn at the inter section of william and second sts in stouffville on the eve ning of june 5th attracted the attention of pc dennis davics an initial charge was laid and according to the officer the dri ver was told to take his car off the town streets and have it repaired constable davies said that ap 1115 pm of the same night he saw the same auto parked on a back street with the engine racing mckay was again heatherington stouff police dept as chairman of a safety program which they believed would be a good thing for the public school children in town constable heatherington has proceeded with the program to the extent so far of handing out some pamphlets and addressing the seven hundred and fifty children on safety measures now that the holidays are here however the program ran into a snag at thursdayinights town council meeting when complaints were voiced that the program should have firt had council blessing or at least a recommendation from the coun cil police committee or senior officer councillor parsons address ing consablc heatherington who was present said dont you think you should have checked with the police com mittee you arc a police officer here employed by this council and i think it is our right to have knowledge of any dealings or sponsoring you do if the program should fail you know who will get the blame he said constable heatherington re plied that he had been asked to do the job that the two public school principals were cooper ating and the fireman he in ferred that the sr officer was not interested in undertaking iuch a job but that he was glad to do it as a private citizen and not a police officer bicycle liconiine councillor parsons produced a circular signed by constable heatherington and introduced the subject of bicycle licensing the ratepayers are golng to want to know if we authorized this program said councillor parsons constable heatherington said that he had written to council last year regarding licensing but had heard nothing how ever he said that at the moment the program was solely con cerned with various safety mea sures as far as licensing goes the home school believes it is warranted it gives riders more authority as drivers and re member they will soon be driv ers it also gives police an im mediate check on bikes that are stolen said the officer as i understand it this is only a safety program right now said councillor spang thats all replied the con stable well theres certainly lots of room for education of bicycle riders commented deputy- reeve laushway councillor parsons said coun cil might help but they had to know more about the program and how its to be carried out constable heatherington in sisted that he was giving coun cil all the information there was reeve approves i see nothing wrong with the program and i think a lot of credit is due the officer for attempting it said reeve tim bers councillor parsons con tinued to press for more infor mation and added possibly all our officers could help i wish they could said con stable heatherington councillor lehman asked if the constables committee could meet with the police committee to hear about the program if this is going to cause a gicat controversy ill drop the whole thing but remember that 750 children are involved said constable heatherington crosswalks a letter was read signed by constable heatherington ask ing for council to take action to have four crosswalks instituted by the highways depuone at each school crossing and two down town the letter went on to say that under the existing conditions the town was press ing its luck how is it that letter is coming here from one of the constables asked councillor parsons this letter was handed to the sr officer for council before jour last meeting replied the constable weve talked about this be fore a number of times and council has never thought the crosswalks were the safest thing said councillor lehman continued on page 7 no release of subdiv money until fees paid cedar pines development co will not receive any release on lot fee money until all work is completed in the watson snh division the company was ask ing that 1600 for four lot fees which had been prepaid be tak en out of the companys cash bond to facilitate their obtain ing more mortgage money stouffville council is holding the cash bond since miller paving co has not yet completed the street paving weve got to be sure we have sufficient money on deposit to pay these bills for completion of the services commented councillor parsons id favour teleasing the lot fees on two of the lots with houses partly completed were four lot fees ahead of him said deputyreeve laushway a motion by councillors par sons and lehman that no money be teleased was supported by councillor 23rd mr john gibbins lemonville farm resident for thirty years pass ed away in the brierbush hos pital stouffville he was in his soth year the late mr gibbins was born in devon eng in 1s7s from the age of fifteen until he emi grated to canada he worked in the nantguyn naval coal mines an excellent athlete he was a membei of a semipro rugby team in south wales in 1929 he set his sights lor canada the farm home following his retirement in 1946 only last october the couple marked their diamond wedding anniver sary and were the recipients of a telegram from the queen the deceased was identified
