happenings at cedar grove the population explosion of uch growing concern to most i metro bordering communities will not have any great effect i jon cedar grove over the next 20 years this among many j interesting projections came to i flight in a meetine at which mr forrest of the township plan- nlng board was speaker the i meeting was one of a series hcld to inform cedar grove ratepayers of all phases of con- jtributing factors to the problem of future education in this dis- strict a meeting with the reeve s nd the public school inspector preceded last wetks meeting and a return meeting with the t inspector is now planned to fur ther explore more specific prob- lems that have arisen as the whole situation is carefully con- j iddered mr forrest explained the need for township planning and the uses to which the completed plans are put and it was inter- psting to note that at least for i the next twodeeades markham is considered to be a rural town- ship with over 75 of its land being put to farm use i it was definitely drawn to the attention of the ratepayers at i the annual meeting that an 8- 5 grade ungraded schoolhouse was an obsolete form of educa tion in our present age and it was again pointed out by don mcclcnnan who chaired wed- nesdays meeting that we have j to join some big machine the problem is which machine we join j i evidently growth north from cedar grove as far as stouft- i ville is not expected to be appre ciable during the next twenty wars west toward the front the subdivision growth is great er but is still being kept well under control by township plan ning mr forrest could not guaran- t tee that planning for the town ship would eliminate the danger of a swallow by metro but he considered this possibility high ly unlikely he also recognized the fact that zoning for rural life was going to mean greater consideration and certain chan ges in the present system of farm assessment under the proposed plan sub division in an already otherwise zoned area would require a pub lic meeting and it was pointed out that a bylaw zoning was both a controlled and permissive document the decision facing cedar grove re the education of its future generations is a consid erable one both from the eco nomic and educational stand point and the ratepayers are do ing everything possible to gain sufficient knowledge to make their final vote a wise one oral vaccine for polio is in the news locally the school children with their parents per mission will receive the vaccine on tuesday may 25th at school it will be administered with a small plastic spoon which is disposable after use and those concerned with fighting polio suggest that all children take it even if previous polio shots have been received within the last year on the same evening free vaccine will be available to adults and preschool children at markham high school the vac cine is said to be a small amount of sweet tasting liquid a tiring but most interesting trip to new york is fading into memory now for colin and col leen rccsor who took advantage of special rates made available to the grade 13 history class at mdhs accompanied by mr macdonald who is familiar with the city they crippled home so a church that does not make full use of all gifts of both men and women is falling short of its opportunity mrs fred bearc and mrs jo rccsor closed the meeting with worship after which a delicious lunch was served study urban expansion in markham twp markham township planning board has recommended to the township council the accept ance of a citizens committee to be headed by former council member don deacon to study the effects of urban develop ment on the rural character of the township council accepted the recom mendation of planning board and set an evening meeting of may 28th to hear mr deacon and his committee reeve dean explained to council that mr deacon had made a considerable study of this subject he said that it was mr deacons suggestion that any urban development should inflict absoltuely no charge whatever on the older parts of the township the suggestion has even been made that the southwest corner of the town ship should be set up as a town or village by itself i think these suggestions have real merit said councillor chas hoover id certainly go for the idea commented coun cillor sumner no wrecking an application from richvale wreckers ltd the place to speak is in the caucus the liberal candidate said that diplomacy is the business of in the five cars his opponent handling porcupines without had been in parliament he had disturbing the quills been heard only six times claremont ontario may 7 1962 editor the tribune dear sir in your issue of may 3rd you reported the robert g roy ap peal to anyone reading it who is wise to political propaganda it appears obvious that your thumb weighed rather heavily on the scale of political influ ence to justify your friend mr goslin and hush the facts as stated in evidence unfortunately there are many of your readeis who are not conscious of that apparent in fluence in the art of political dialectics and mav be influenc ed why did you have to twist the truth so unnecessarily when it tends to mislead your readers for instance the most import ant aspect of my articles in your esteemed paper about a system of assessment imposed on all rural pickering taxpay ers has been an issue of great importance to every farmer who would have been penalized in their taxes for no other leasons than because they are diit far mers lowering the value of their farms and penalizing them besides as though they weie chattel serfs surely you aie a highly le- putable newspaper who cares for the communal welfare of your readers as being of para mount importance you have published my art icles you have attended our meetings you have seen us org anize the pickering rural tax payers association you have seen and read challenges upon challenges facts upon facts un- disputable legal decision ap peals after appeals by the hun dreds all this caused by the obvious incompetence of an assessment commissioner who has perturb ed hundreds upon hundreds of taxpayers unnecssarily and at tremendous expense to us all he has been severely casti gated by the supreme court for his behaviour as little short of jtrirtnlent you have seen yourself the hundreds of indig nant taxpayers invade the muni cipal offices by the largest pro testing gatheiing of hate tax payers ever on iecoid at broug ham you have seen that even the legislature has had to lend a hand of protection to the tax payers by abolishing through an amendment the commission ers innovation of taxing proper ties according to peoples in come yet you set out to agree witli that commissioner by say ing in one of your editorials that mr goslin had all the an swers at his finger tips and that the public wouldnt under stand such a mass of figures etc etc now let us examine the hon esty of your friend mr goslin in the witness box only last week in the robert g roy ap peal that you absurdly quote under the silly caption con sidered fair suggesting subtly that the court held that view this is what truly happened the property commissioner mr goslin under oath stated under examination to the effect that my property had been as sessed by comparing it witli pro perties of a similar value in the neighbourhood when my law yer mr julian asked if he had compared the sale of the adja cent farm property to the west mr goslin said that he had missed that properly when he was asked if he had compared the sale of the property to the north he very calmly sfid that he had overlooked it when he was asked if he had compared the sale of the prop erty to the cast his leply was no when lie was asked if he had taken into consideration the sale of the farm to the south he had not thought of it cither when lie was asked if he had considered 50 acres of bush and swamp his legal advisers for which we taxpayers have to pay ibcndty may ml 1962 the stourryiui tribune ft 13 to defend mr goslin came out with this almost assenine reply so brilliantly reported in your paper swamp land was some times considered valuable if it couid be transformed into a suitable site for a swimming pool mr editor of the stouffville tribune who ever heard of a mosquitoinfested swamp with putridity of stagnation and con tamination being suitable for a swimming pool would you al low your children to swim there not only that but supposing there was one why not tax that owner why have this legal luminary expect every taxpayer of a swamp to pay for such il lusory opinionative luxury do you consider that fair do you know that my taxes on that swamp were assessed as resi dential aiea as though it were reeve scotts property at rouge hill or if you dont like the remark then do you consider it fair to have reeve scotts property assessed as residential area in rouge hill on the same basis as my stagnant polluted swamp again i lepeat do you consider that fair since you set out to cham pion mr goslin as a man who has all the answers at his finger tips would you consider it fair to your intelligence to have such lack of figures at his fin gertips under cross examination from such a highly paid official or would you consider his fig uring as pure eyewash do you realize how much mr goslin has cost the taxpayer witli his blunders neither the high courts nor the low courts nor the legis lature have upheld him but on ly a phony court of revision appointed by the same reeve and council who appointed the commissioner as a sort of you help me and i help you at the expense of the taxpayer the commissioner is assessing land at rouge hills where the reeve owns property on the same ba sis as diseased infested pol luted stagnant swamps under the sosmart legal adviser of a lawyer we are paying thous ands of dollars to to hoodwink the taxpayer under the ruse of swamps as residential no wonder that with that as sessorcourt of revision setup it has become common knowl edge that you cannot beat tnal court of revision an appellant hasnt a chinamans chance to get fair treatment if he appeals to a higher court and wins the commissioner will reassess again next year back to his tailormade court of revision trap until the victim finds his legal costs and troubles higher uian what he is trying to save and submits through nothing short of subtle coercion we need a court of revision which is not appointed by the reeve and his cohorts and a commissioner who is competent enough to come to couit with out a lawyer to protect him in spite of all that has trans pired as above you have not made one single comment in censuring the unmitigated ac cumulation caused by the scott- goslin setup nor have you con sidered one single word of com mendation to the heroic virtue which must be eminent in the efforts of people who can evoke action from our venerable courts our legislature and our administration so effectively in spile of your lack of editorial support mr editor your paper has passed long ago the horse and buggy age of local pool room compact have you ever stopped to fig ure how much every farmer and rural taxpayer is saving in cold cash because of our virile and patriotic effort which have been not only noble and honest but disinterested lsl us not sell our souls for the mess of pottage of a drib bling
