called upon to officiate at the ceremonies to mark th opening of a highway rather this function is per formed by our minister the hon fred m cass but he is out of town and it falls to me to do this pleasant chore during the years the department has grown from a small commission to the largest department of the government in ontario with an annual budget of some 250 million about a quarter of ontarios total revenue but this growth has not come about with out purpose or plan we are today well into a program of positive ac tion which during the next 20 years will see much new- construction and in addition every existing mile of highway reconstructed to higher standards when this program has been completed some 25 pc of our total highway mileage will be of fourlane controlled- access type such as we have in our transprovincial highway 401 all of this is absolutely necessary if we are to help ontario to grow and develop i believe that tre mendous growth in population and vehicle registra tions during the years ahead demand that this program be carried out and the economic and industrial expans ion we hope for will require it ladies and gentlemen the program you have org anized here in stouffville to mark the opening of this section of the highway is a wonderful idea and to my mind most worth while the efforts of many to ad vance the welfare of a community always brings many blessings for instance beyond the improved business opportunities we find a bond of fellowship and purpose this same spirit of cooperation in this instance between the department of highways the municipal ity and the contractor on this project kj beamish provides construction of the highest quality at the mr j v fry warden york county and reeve of of markham village deputy reeve
