blame right on his own door step the rural resident appears content to live independently within the boundaries of his acreage almost oblivious to the forces work ing either for or against the agricul tural industry he may register a feeble complaint to his neighbor across the line fence but he seems unwilling to join in a united front to solve his present problems on thursday evening we attend ed the annual meeting of the pick ering township federation of agri culture in brougham the guest speakers were excellent and there was noticeable enthusiasm among the persons present the regrettable thing however only twentyseven ives to blame farm folk were sufficiently interested in their own business affairs to take the trouble to attend a number of members expressed the sentiments of the executive by openly criticizing the lethargic attitude of their country cousins the farmer from an overall out look appears content to sit back and let someone else shoulder his prob lems but let his own personal pro perty be affected he will rise up on his hind legs with all the tenacity of a toy terrier through lack of organ ization his bark is worse than his bite his efforts are then too little and too late the federation of agriculture should be to the farm industry what unions are to trade without the support of its membership its main purpose cannot be fulfilled a chain is only as strong as its weakest link people fool if you have taken time to do a little figuring on the recent budget as outlined by the ontario provincial government you may see that there has been some fine covering up on certain large expenditures mainly the governments health plan of the increase of 111 million in the budget nearly three quarters is brought about by the rising cost of health and education since regardless of the increased educational grants the people will still be quite aware of the tremendous educational costs by reason of climb ing tax rates at home they will not be eluded on this score however in the field of public health it would appear that the sales tax will be used to hide almost entirely the govern ment expenditure its admitted that the cost of the plan this year is going up 35 million three million is ex pected from new premiums but the balance of 32 million will have to come directly as a subsidy out of the general treasury last year the plan had to dip into the treasury for 18 million which now makes this deficit 50 million mr allan provincial treasurer has committed the government to increases in this connection of 120 ing themselves million in the next three years the idea of increasing the prem iums to cover this deficit was rejected on the grounds that it would be a hardship and would increase people dropping out of the plan would it be any more of a hardship than the imposition of a 3 sales tax we fail to see why the government should be concerned if a number of people who plan their own lives choose to drop out of hospital insurance and spend their money on something else we believe that little by little over the years the government has given way to public clamor for more and more welfare services the people do so by fooling themselves into thinking the services are free the government pays and the clamour continues and will keep on until john public is made to understand that welfare is not free but very expen sive by covering up this alarming cost with a sales tax instead of charg ing it directly to the members of the plan the government has missed a chance to drive this lesson home to the public this failure will encour age still more demands upon govern ment for welfare with more expen diture and heavier taxes consolidated schools the answer with the problem of inadequate accommodation and outmoded facil ities continually plaguing the mem bers of rural trustee boards we feel that it is high time that some serious consideration should be given to the linking of sections and the erection of consolidated public schools the majority of country school buildings have served their confined areas for nearly a century the boards have been torn between two decisions build a new structure or erect a oneroom addition in recent years it has become increasingly difficult to obtain qualified teachers young men and women have been attracted to positions in metro where a higher salary schedule and better working conditions already exist a move towards a consolidated school system raises one major prob lem transportation this can be a rather costly item even under the sectional system some ratepayers are clamoring for this service so the boards could possibly kill two birds with one stone a saving in continu ous construction costs would partially cover this expense if district high schools can be operated successfully we can see no reason why a similar scheme cannot be put into practise in a rural public school program what has been suggested as stouffvilles first teen town will make its debut in the auditorium of the district high school on saturday evening we wish the organization every success in their new venture the permanence of the club will depend to a great extent on the qual ity and leadership of its executive the same thing is true in any simi lar activity the lifeblood of any teen town rests on the strict adherence to a teentown coming list of rules and regulations if this code of ethics is relinquished in any way then the organization is doomed to failure if however the young people are willing to accept these responsibilities and abide by them the project will intention to see his fam ily among those standing in the breadlines why then is he so willing to lay the blame for the increase on the schools without explaining the reason for the increase a check ot the budget pub lished in your paper last week reveals that the public school mill rate has increased 18 mills over last year but i wonder if the taxpayers realize what this means in dollars and cents on their tax bill with the average assessment per house in stouffville being approximately 3800 the in crease would be 3800 x j8g840 mills or 6810 divided by 1000 equals 681 per year this means the
