court may last for four weeks the appeal has been brought by pickering township and the towns of ajax and whitby the opening day included evi dence from county assessor gordon hepditch and municipal consultant paul mantha of ot tawa the latter called by picker ing township who is first pre senting its case early in the proceedings so licitor for reach and sjcugog townships had made a motion that the board conduct its own inquiry and no crossexamina tion by all the counsel present be permitted every municipal ity in the county is represented at the appeal with the exception of the villages of port perry and pickering he said that the main reason for such a motion was that the hearing could drag on three or four weeks some counsel he suggested were be ing paid s100 per day and rural municipalities could not afford this fee and did not wish to not be represented when he reported the 5400 per day figure the chairman of the board quipped that he was on the wrong side of the appeal business however he did not allow the motion and the hearing will pro ceed with all municipalities be ing allowed to submit any evi dence that is ruled relevant and all counsel being permitted to crossexamine county assessor the first to give evidence however escaped the cross examination but will later be recalled he was gordon hep- ditch ontario countys assessor for three years in fact he was appointed on nov 1 1957 so the occasion was also an anni versary for him his first evi dence required that he list his qualifications quali fi c a t i o n s which brought amazement to the eyes of more than one of the counsel listening to his evi dence his evidence consisted of cov ering the county municipality by municipality to explain why he had added to relieved or left untouched the local assessments of the municipalities to arrive at the equalized assessment for county purposes starting in pickering town ship he said that he found land assessed at s3 in many cases an assessment he said that held true for land which was being sold for 30 or 540 per foot and also for land being sold at 516 j per foot he said that he had raised pickering township land assessment by 284120 to bear some ratio to its value give abatement ajax he said had increased its assessment by 1168360 dur ing the year by a reassessment of its land he said that he had given this town an abatement of 238260 a five percent loca tion allowance in whitby he said he found that land assessment was not up to the standard of ajax and pickering village and he had added 816030 east wiitby township he said had been the goal of greedy speculators and now has some fringe development around oshawa he had added 70480 to its assessment out of step reach township he said is the only soldier in the platoon out of step meaning that it is the only municipality in the county which does not use the county assessment manual to reach he said he had add ed 83270 representing a 10 hike on the urban building as sessment in the township in port perry he said he found that land values were not proper and had added 99- 355 he had accepted the assess ment of scugog township be cause he felt that it was well assessed no change was made in the assessment of uxbridge town ship he said because here he also found the assessor had done a good job the same was true of the town of uxbridge scott township he said was also assessed properly and he had accepted their local assess ment brock township he said received an abatement in its as sessment amounting to 12430 because he felt that on sales analysis the buildings were somewhat overassessed not up to scratch thorah township he said also received an abatement in the amount of 4390 because of its high building assessment but in beaverton he said he felt that the building assessment was not up to scratch and he had added 65530 the village of cannington he said had been treated properly and its local assessment was accepted in mara township he said he felt that some buildings were high and had given an abate ment of 14300 in rama town ship he said he felt that the assessor had looked too sternly at farm assessments and he had allowed an abatement of 3915 during his three years as county assessor he said he has travelled 56000 miles within the county and has in those miles travelled every passable road and walked many impass able roads in the afternoon
