council meetinn in special session on tuesday night rejected the writ ten terms rsquested for the re turn of two municipal employ ees mrs mildred spang and mr ernest baker both parties were present with the exception of councillor edgar james all members of council were in at tendance mr baker spoke only briefly ou presenting a letter to the reeve mr sherman scott he willingly answered any ques tions pertaining to their resig nations which took place almost four weeks ago terms for return mr baker denied a report in the weekly press that neither he nor mrs spang had refused to attend a meeting with council to air their grievances he point ed out that until he received a letter in the mall late in the week he had never been invit ed to be present speaking on behalf of mrs spang and him self mr baker stated that they would return to the employ of the township if certain terms were met by the council he asked that the tax department should be placed in the hands oi the tax collector and that he should be responsible only to council he requested that the tax department head should hire all employees as were con sidered necessary he asked that all correspondence refer ring to tax collections should be opened by the collector he suggested that the collector should be in charge of the staff members within his department and have complete control over the purchase of accounting ma chines ifafalr policy mr baker charged that the present policy adopted recently by council toward the opera tion of the municipal office was most unfair he pointed out that his attempts to reduce tax ar rears in the township had been commended by the auditor he stated that in 1949 he had been engaged to the position of tax collector he noted thatunder councils revised policy he had acquired the title of senior clerk he questioned the fact thatac- cording to the chairman of the office management committee he was no longer the tax col lector but the old bylaw had never been rescinded council sets policy reeve scott informed the meeting that the office manage ment policy had been set by council and carried out by the administration the individual must either adapt himself to that policy or seek other em ployment he said the reeve noted that mr bakers salary had not been altered he said that other office employees had been affected in a similar man ner reeve scott said that he had been partially responsible for the drafting of the present policy and it had been discussed at considerable length by coun cil in committee councillor clif ford laycox agreed that on four different occasions the mat ter had come up for discussion by council and a number of changes had been made before u was finalized no knowledge of sleeting office manager robt tirk informed the council that he had not been informed of a meeting between the members and mr baker on a sunday eve ning he said that he was given no opportunity to discuss the two resignations with either mr baker or mrs spang since they left after office hours he de nied that he had not spoken to mrs spang and stated that he had often sought mr bakers advice on tax collection issues he stated that he had attempted to acquire the same number of clerical employees to handle the tax bills as had been used ta previous years i certainly wouldnt employ more than i need after this hassle he said need full council councillor harvey spang con tended that every member should have been present to vote on the issue reeve scott stated that every councillor had been notified we cannot hold up everything because one mem ber is absent he advised honesty is still the best pol icy and as long as im on coun cil its the principal im going to use said councillor spang when councillor laycox re quested a clarification of the statement the reeve intervened reeve scott concluded that final action on the matter would be taken at councils next meeting on may 30th ballanfrae school registration of new
