mvwvjim operation of welfare department is taxpayers business the handling of certain welfare cases in the township of uxbridge has stirred up considerable contro versy among some members of coun cil the issue has also attracted the interest of many ratepayers within the municipality some of whom have not been too backward in expressing their own personal views on the matter in the light of current criticisms it was suggested last week in council that henceforth all contentious issues pertaining to the operation of the welfare department would be openly disucssed at special meetings ra ther than at the regular monthly sessions such a decision would lead this newspaper to only one conclusion that welfare matters will be aired when the press is not in attendance the majority of newspapers the tribune included have a very strict policy with regard to particu lar welfare cases the plights of un fortunate individuals and families are seldom made public unless special permission is received from the per sons involved the reasons behind such a hard and fast rule are quite understandable we would contend however that the overall operation of the department including the spending of money taxpayers money is a horse of a different color it should be made public be cause it is public business the tribune has been criticized for publishing an overdone story in the issue of march 17th and also for submitting a followup editorial in the issue of april 7th we would state that both items were at least wonder drugs one of our exchange newspapers the glencoe transcript makes the observation that wonder drugs are well named the newspaper draws conclusion this way the customer wonders how heml be able to pay for them the doctor wonders what will certainly not while the circulation of our local library continues to climb annually part of the increase can be credited no doubt to the fact that there are more people in the area to use the facilities national library- week was recently marked in canada in an effort to try and interest more people in reading more books the effort was a worthy one and more so when we note the figures recently published in the financial post this reliable journal states though justifiably proud of its high partially responsible for bringing the entire issue of welfare operations out into the open where it could be dis cussed in a businesslike across-the- table manner nothing can be ac complished when an issue is locked up in a shroud of misconception and discontent the tribune will take full re sponsibility for its editorials it is merely the thinking of one person on a particular issue and is of course subject to debate we are not respon sible however for verbal statements made in council if there must be any fingerpointing it should be directed to parties within councils own ranks we dont make the copy we only write it two members of the uxbridge township council have been rather outspoken on the recent welfare issue it was interesting to note however that neither deputy reeve nesbitt nor councillor redshaw were willing to backtrack on their previous state ments or reverse their stand on the matter the reeve has also agreed that perhaps welfare payments on a happy medium scale should be put into practice this would appear to be a logical course of action the welfare officer in any muni cipality has a difficult job he is the middleman working between a tax- conscious council and povertystrick en families asking for financial assis tance in carrying out his duties he should expect and accept some direc tion from council these members are only representing the township taxpayers who in turn are footing a portion of these bills well named happen to the person allergic to them the public wonders how the manu facturer has the nerve to charge so much for them the manufacturer wonders how long he can get away with the profiteering before an in vestigation starts book worms standard of living this country makes a poor showing as a patron of literature if the number of book shops per capita can be taken as an index of civilization canada is 14th on the list the only consolation is that the us is 15th the lack of literary zeal here has been further impressed on us in two recent trips to the old country where tv and other entertainment does not seem to have made the inroads on bill smiley sheets made right here d canada next week has been designat ed as austerity week all across the country people are sup posed to practise a week of aus terity purpose ot the stunt is to focus attention on the poor devils rotting in refugee camps in europe the middle east and asia kor them every week i austerity week its a noble idea and i hoie it works but i fear the only people who will observe it are those who are already concern ed enough about world refugee year to do something ibout it they will give up desserts or do without coffee for a week the rest of us will pay no more attention to austerity week than we would to national dry cleaning week sad fact is that the great majority of canadians are not only spoiled but selfish most of us know nothing about aus terity beyond the bare meaning of the word and most of us dont care as long as nothing comes along to trim any of the fat off our own juicy slice of the good things of this world now if a refugee tried to tell me that id get sore with some indignation id fell him that were always sending money to missions and the colombo plan and overseas relief and we give 2 a year to the red cross and we buy raffle tickets on all sorts of worthy causes and if he doesnt like it here why doesnt ite go hack where he came from bui coming from me r cant find any answer pjxcepi to tell myself that at heart were gen erous decent people and its just thoughtlessness and its only human nature and its a short life and we only go through the course once and why shouldnt we enjoy it and how come those bums got into these refugee camps in the first place and why dont those euro peans who are always starting wars anyway look after them theres nothing mysterious about the reluctance of cana dians to think about the refu gees of the world the only ref ugees of whom weve had any experience are those who flee to florida each winter and no pangs of pity are felt for them after all we didnt create the refugee problem we didnt chase any poles or greeks or arabs or koreans off their prop erty and into camps the bad guys did that why should can adians contribute toward gel- ting those people out of the camps and back into civiliza tion the answer is that we should nt unless we believe that old chestnut lonl all men being brothers if we do its nbout time we started throwing our brother liferings instead of lifesavers peppermint flavor canadas contribution to the world refugee problem at pres ent is about four cents per cap ita norways i bo rents per capita its shameful lo realize that j the liquor consumed in this country on any given saturday night probably costs twice as much as the contribution of the country for s year to the world refugee problem that an aver age canadian family eats more meat in a week than most in mates of refugee ramp ee in a year its painful to recall the bil lions weve pent on defense since world war ii personally i i think switzerland eoum ik a kith om hand behind berl back and those billions could have conquered the refugee problem entirely if wed the courage and the christianity to use them there in the beginning its loo late for that but its not too late to take our fair share of he load and more what better time than auster ity week ten cents from every canadian during the week would not exactly wreak havoc with our economy or our crea ture comforts its a cup of cof fee a few cigarettes a glass of beer but what a fine splash it would make if we threw it into the world refugee year fund if there isnt a branch of the organization near you send your dimes to me if 1 get enough of them therell be one more refugee but he wont be in a camp ive always wanted to go back and look up that blonde ukrainian girl i was ref- ugecing down a german road with just about 15 years ago but ive never been able to raise the fare to date all those who have searched for the abominable snowman have been fortunate they havent found him by c h otan travel as you will the world j over you will find no people i more friendly than the irish this is particularly true of the rural sections in which we spent a great deal of our time recent- i ly everyone on the road pedes- trians bicyclists and field work- i ers without exception all give you a wave of the hand the standard of living is anything but high compared with can ada but as one young man told us we just take things as they come and enjoy it nothing is too much trouble if you are a tourist and it is at least one place where overtipping is not looked on with favor the irish do not like to think that you are looking down on them and feel that they need a handout m before we left dublin for a motor tour which coveted some 600 miles south as far as cork and return on the svest coast we must mention one big busi ness institution in the capital which is very familiar to every- 1 one sweepstake tickets the head office for the famous irish sweeps is located in dublin it is reputed to be the largest office in the world on one floor four acres under one roof in this great office there are three thou sand workers mostly women a most courteous guide took us through the place pointed out i how the ticket stubs are receiv- ed from all parts of the world and showed us where the ticket mixing was taking place the tickets are drawn from a huge drum the actual drawing being done by nurses under the eyes of an audience officials and po lice according to our guide 25 of the money collected goes to the charitable work hospit als both in ireland and abroad as many as five minion tickets have been sold on one race it is also pointed out that many jobs are provided for elderly people and we did see hundreds of such folks working dublin castle with its central catholic church is always a point of interest in the city this was the headquarters of the british government during the years before southern ire land became independent the cathedral which stands in the centre has changed faiths a number of times protestant to catholic and back again all the governors of ireland had had inscribed their coatofarms around the face of the church space after the last british gov ernor had been ousted there is a deep dislike of the english and balcony and it was pointed out to us that there was no more the name of cromwell in partic ular the irish who are so predom inantly catholic had a rough time under cromwell whose protestant round heads massa cred a great many during the occupation the stainedglass windows of this four hundred year old church are most beauti ful and the interesting little points about each were pointed out to us in whimsical style by the irish father who could have doubled for barry fitzgerald mrs nolan received a real thrill from the visit as she was given an opportunity to play the great organ which has not lost any of its marvellous tone through the years trinity college and the fam ous book of knells is another dublin landmark this oldest il luminated copy ot the scrip tures is preserved in the fam ous old college seat of learn ing for the many monks who went out through the country in earlier centuries and estas lished abbeys here and ther the book written in latin i 4th century here we pay insurance on our windows but have never exper ienced a window tax the ixisk bank building on oconnell st didnt think much of it and boarded up all the windows in the big office building to avoid payment getting a driving license in dublin is as easy as buying a 10c cigar all you need is the one pound cash no test no questions asked as our taxi dri ver said it wouldnt matter if you were blind as long as you had the money however if you gel into trouble you must then take a driving test with all this easygoing regulation we must admit that in driving some 600 miles we never saw so much as one fender scratched in the editors mail goodwood rr 1 april 14 1960 the stouffville tribune stouffville ont dear mr editor i was extremely pleased with your complete report on the uxbridge township council meeting of last week with spe cial reference to matters per taining to welfare both the council and the welfare officer have my profound sympathy i was somewhat disappointed to read however that the reeve had agreed to a suggestion that future welfare issues would be discussed at special meetings docs this mean that we the tax payers will be denied this infor mation because the press will noj be present if councils pol icy on welfare can be discussed in private other matters of even more importance could al so be handled the same way it bounds like a step in the wrong direction to me and one i hope will not be followed through council members have noth ing to hide let all issues be brought out in the open we the ratepayers cannot attend these meetings personally we arc dependent on the press we have heard of closed door pol icies in other municipalities dont let it happen in uxbridge thanks for allowing me to state my views a taxpayer god only help these socalled mothers and fathers as your editorial plainly stated it is the children who must suffer thank you for permitting me to pre sent my opinion a parent goodwood ont april 17 19g0 tribune editor stouffville ont dear sir i read with interest your re cent editorial on welfare that appeared in the april 7th issue of the tribune from the com ments voiced hy the uxbridge township reeve in last weeks paper your opinion apparently did not meet with his approval it is true perhaps that the truth sometimes hurts i too have often visited homes where regular relief cheques are be ing received i too have seen the wholesale waste that is made of this money in booze cigarettes television etc i have also seen the children that must be clothed and fed at least a portion of these welfare pay ments are used for this purpose i have little sympathy for the parents but someone must care for the family they didnt ask to be born irrte mjeh a world claremont rr 1 april 16 1960 editor tribune stouffville ont dear sir two separate news stories ap peared in your paper last week which have prompted me to submit this brief letter i would like to commend the members of uxbridge township council for their refusal of a wrecking yard license on the brock road i feel that nothing will tend to deteriorate properiy more than such a business it would appear that the high price of land in metro toronto is forcing these wreckers to seek other sites too many are looking towards the township of uxbridge i would suggest that before any such permit is issued a thorough survey should be taken of the area con cerned to obtain the feeling of the residents on a less complimentary note i am wondering il members of council are really serious con cerning a suggestion by the wei fare officer that matters per taining to his department should be discussed at special meet ings i am not too we acquaint ed with the true meaning behind hie term special but if it means in private then i feel that the idea should be dropped and fast speaking only for myself i am certainly not interested in the names of unfortunate fam ilies but i do want to know councils policy with regard to such matters my interest is not confined to welfare but to any other department that spends taxpayers money dont try to escape criticism by going be hind closed doors such action would only be inviting trouble i enjoy the greatest confidence in the reeve and the her mem bers as well lets keep every thing out in the open sincerely cor 5 farmer the state of matrimony should be
