council at a special meeting on monday night and requested that the members give some considera tion to a 5 percent discount on early payment of taxes the present discount is 1 percent the ratepayer also suggested that the second division court should be used to collect delin quent taxes rather than a tor onto firm of collectors reeve lawson informed mr fairgrieve that an increase from 1 to 5 percent in discount for early tax payments would mean an indebtedness of 16000 in township tax receipts for one year he said it would be neces sary for council to increase the mill rate in order to make up the difference we would be penalizing the man who pays his taxes when they are due said the reeve and compensating the rate payer who is able to pay his taxes in advance the rich would get richer and the poor would become poorer he noted with regard to the use of a toronto firm of collectors reeve lawson informed the ratepayer that this was the method used by mr baker the twp tax collector and was out of coun cils hands clerk lloyd johnston inform ed the reeve that mr baker was quite satisfied with the firms work the reeve noted that the second division court was still used in lain cases he in formed the ratepayer that if he wished to take further action on the matter he should con sult his solicitor case starlight review to be held at brougham mr dean mairs of brougham erect eight summer cottages near atha at lot 29 cone 8 they verbally informed the members that their proposed homes would be only 800 square feet in size their application was refused by council the delegation was informed that the minimum size of homes in the township was 960 square feet mr patton the spokesman for the group said that his company would con sider bringing their proposed structures up to the townships building standards dep reeve sherman scott was insistent that no homes should be permitted in the municipality under the 960 square foot limit he feared that the summer cot tages might become yearround dwellings in future years as had occurred in other sections of the township mr hallman stated that it was their intentions to erect nice houses and not shacks the men also plan to build a 10000 swimming pool on the eight acre site he admitted that homes of 960 square feet were larger than his company had anticipated if it has to be it has to be he said councillor edgar james in formed the delegation that it might be advantageous for the owners to have someone resid ing in the homes yearround ra ther than only for three months during the summer he said that depreciation was much greater on nonpermanent dwellings it will be quite a large in vestment agreed mr hallman we dont want to see it go down the drain mr hallman noted that since all parties in the company had permanent homes in toronto they had no intentions of turn ing the cottages into yearround dwellings he said that their children would continue to be educated in toronto dep reeve scott contended that in 20 years time they would likely become permanent homes the majority of our summer cottages in the township were initially built only for summer use but now are used for year- round dwellings he said the delegation said that they would consider the erection of standard size homes since the township council did not per mit summer cottage dwellings they said that they didnt plan to work on their project this year to honor former reeve the concession road east of the village of greenwood be tween no 2 and no 7 highways will be legally named the west- ney road council agreed that
