to the district wheat producers committee for the district in which the county is located on the basis of 10000 acres of wheat seeded or fraction there of for each representative election of members each district wheat produc ers committee may on or be fore march 1 in each year elect from the producers in the dist rict members to the local board each district will elect one mem ber except district essex and kent which will elect two mem bers no person will be eligible for election from any district to the local board unless he is a pro ducer in the district but in no case shall he be elected to rep resent more than one district the members of all district wheat growers committees may on or before march 31 of that year elect the member or mem bers as the case may be from each producer member ap pointed a member to the local board shall be a producer in the district for which he is appoint ed each producermember of the local board shall be elected or appointed to hold ofllce until march 1 of the year next follow ing his election or appointment- regulations licenses for producers no person shall commence or continue to engage in the grow ing of wheat except under the authority of a licence as a pro ducer of wheat every producer shall be deem ed to be the holder of a licence licence for processors no person shall commence or continue to engage in the pro cessing of wheat except under the authority of a licence as a processor of wheat no licence as a processor of wheat shall be issued except under application thereof licence for dealers no person shall commence or continue to engage in the deal ing in wheat except under the authority of a licence as a deal er in wheat no licence as a dealer in wheat shall be issued except upon ap plication thereof a licence expires with june 30 next following the data on which the licence is issued a licence shall be issued with out charge the board may refuse to grant a licence where the applicant is not qualified by experience fin ancial responsibility and equip ment to engage in properly the business for which the applica tion was made or for any other reason for which the board may deem proper the board may suspend or re voke or refuse to renew a lic ence for which the application was made for failure to observe perform or carry out the pro visions of the act the regula tions the plan or any order or direction of the board or the local board licence fees every producer shall pay the local board licence fees at the rate of one cent for each bushel or fraction thereof of wheat de livered to a dealer or to a pro cessor the dealer or processor shall deduct the licence fees payable by the producer from the sum forward the licence fees deduct ed in any month not later than the 15th of the following month to the local board authorization to local board the board authorizes the local board to use the licence fees and other moneys payable to it for the purpose of paying the ex penses of the local board carry ing out the purpose of the plan the board authorizes the local board to establish a fund in con nection with the plan for the payment of any moneys that may be required for the pur poses mentioned delegation of powers the board delegates to the local board its powers to make regulations with respect to mar keting of wheat locally within ontario a requiring the furnishing of security or proof of financial responsibility by any person en gaged in the marketing of wheat and providing for the adminis tration and disposition of any moneys or securities so furnish ed b providing for the exemp tion from the regulations under the plan of any class variety or grade of wheat or any person or class of persons engaged in the producing or marketing of wheat or any class variety or grade of wheat the board delegates to the local board the power 1 to require persons engag ed in the producing or market ing of wheat to register their names and addresses with the local board to require such per sons to furnish information in regard to wheat as the local board may determine and to in spect the books and premises of such persons 2 to stimulate increase and improve the marketing of wheat by such means as it may deem proper 3 to cooperate with a mar keting board a local board or a marketing agency of any other province for the purpose of marketing wheat and 4 to do such acts and make such orders and issue such di rections as are necessary to en force the due observance and carrying out of the provisions of the act the regulations and any plan negotiating agency 1 there shall be a commit tee of 12 persons to be known as the negotiating committee for wheat six of whom shall be appointed annually by the local board 3 of whom shall be ap pointed annually by the proces sors and 3 of whom shall be appointed annually by the deal ers i 2 the local board and the dealers and the processors shall appoint their respective mem- j bers of the negotiating commit tee for wheat and shall notify the board in writing of their of money due to the person names and addresses not later gotiatlng agencies appointed un der subregulation 2 shit be and remain members until de cember 31 of the year in which the members were appointed 4 where a member of the negotiating agency appointed under subregulation 2 dies or resigns or is unavailable to act prior to the expiration of his term of membership the local dealers as the case may be who appointed him shall appoint a person for the unexpired term of the member who died re signed or was unavailable to act 5 where the local board or the processors or the dealers as the case may be fail to make an appointment under subregu lation within 7 days after a vacancy occurs the board may appoint such persons as are necessary to complete the ne gotiating agency 6 where the local board or the processors or the dealers as the case may be fail to appoint the persons under subregulation 2 the board shall appoint such persons as are necessary to com plete the negotiating agency powers to committee the negotiating committee for wheat is empowered to adopt or settle by argument t a minimum prices for wheat i or for any class variety or grade of wheat including moisture dis counts and premiums b terms conditions and forms of agreements relating to the producing or marketing of wheat and e any charges costs or ex penses relating to the produc tion or marketing of wheat a meeting of the negotiating agency may bo convened by notice in writing given by six members of the negotiating agency appointed by the local board or by 3 members of the negotiating agency appointed by the processors or by the 3 mem bers of the negotiating agency appointed by the dealers to the other members of the negotiat ing agency at least 7 days but not more than 10 days befon the date of the meeting stating the time and place of the meet ing arbitration 1 where a meeting of the negotiating agency is not held in accordance with the notice in the regulation above or where a meeting is held and the nego tiating agency dees not arrive at an agreement respecting all matters which it is empowered to adopt or settle by agreement on or before june 1 in any year the matters in dispute shall be referred by the board to an ar bitration board 2 where the negotiating agency decides before june 1 that an agreement on all mat ters
