increase in garbage collection cost a deputation from cedar beach ratepayers association and the musselmans lake association appeared before whitchurch twp council on thursday even ing to protest the increased char ges for the service of garbage collection these associations ap peared before council on a pre vious occasion and suggested a charge of 2 per cottage how ever in consultation with the solicitor clerk crawford was advised that such a system was not in accordance with the act unless each person sharing the service signified his intention to sign a petition no action was taken and the township taxed all the property in the area concerned regardless of whether they used the service or not this was done in accord ance with the municipal act council explained to the depu tation that part of the increase is due to the fact that residents were charged 50 of the 950 spent by council for garbage col lection during the past winter the system worked adversely on the person having only a vacant lot or not utilizing the service vern oavies spoke to council stating that cedar beach gard ens had arranged a collection for the various properties they own and had provided a dump as in hot weather it was neces sary to make a daily collection in previous years he stated the main cedar beach propertywas not taxed only the cottages however this year in accord ance with the act all property was charged council was not anxious to provide a daily service but it was believed some consideration would be given by the court of revision church taxed the lake ratepayers question ed the taxing of the community hall building they claimed the property should appear on the assessment roll as a church as services were held there for two months during the year it appeared that this was not the first year the hall had been taxed but that it had shown a considerable increase this year clerk crawford suggested that such complafnts should be filed with the court of revision employees tension council agreed to underwrite an anuity pension plan for town ship employees the plan calls for an immodiate payment of 44103 in connection with past services relief up the monthly amount being paid out for cash relief appears to be on the increase the clerk revealed the june relief ac count totalled 73525 government grant whitchurch township now has a population of 72g3 with a per capita grant of 325 this grant amounts to a total unconditional grant for the township of 23- s2750 a cheque for 1181375 has been received by the treasurer as interim payment the grant reduces the tax rate on resi donees and farm land by 3s mills for 1957 injures hand in rototiller mr winston bates well- known markham musician and a teacher at the danforth tech nical school severely injured his right hand in his garden rototiller on tuesday evening mr bates was working alone on his property when the acci dent occurred a neighbour sum moned dr jas r scott to the scene it took the physician more than ten ras twin daughter of mr and mrs jacob mieras sth conces sion of pickering near atha was struck and instantly killed by a westbound cpr diesel passenger train about 730 o clock on sunday evening the tragic accident ended a two and onehalf hour search by close to one hundred residents in the community mr and mrs mieras noticed their daughters absence around 430 pm and when a thorough search of the area surrounding their home failed to locate the little girl the father summoned help from neighbours the news was quickly spread over the sec tion and dozens of volunteers joined in the hunt shortly before eight oclock a five car diesel passenger train hit the child the accident oc curred on the portion of track that crosses through the owen turner farm about onequarter mile from the mieras home the engine was brought to a sudden halt and the trainmen rushed back up the track to the acci dent scene searchers noticing the train moving in a reverse direction made the grim dis covery mr and mrs der so far from her home uxbridge twp council oks 22000 hospital debenture on split vote in one of the most tense meet- 1 ings of uxbridge township cou- 1 ncil in many months a s22000j debenture issue for the uxbridge cottage hospital was agreed on monday night two recorded votes were necessary to decide the issue and in each case reeve stuart ball was called on to cast the deciding vote reeve ball explained to coun- cil that the construction of the hospital was partially complet ed but due to lack of finances work was discontinued and the scott construction co contrac tors had taken action for the recovery of the funds invested in materials labor etc as well as an additional amount for the breaking of the contract at a public meeting last week it was agreed that if 200 per resident in each municipality who could be served by the hospital was forthcoming the 100000 re quired to complete the building could be raised the uxbridge township share is 22000 uxbridge town 42- 000 reach twp 18000 scott twp 14000 and brock twp 4000 when completed the building is estimated to have a value of 300000 the estimated amount required to furnish the building once completed is 70000 where is this money to come from asked deputyreeve dow- swell there was no clear pic ture as to what means would be taken to raise the funds for furnishings reeve ball opened the discus sion by declaring himself in fa vor of the project and suggested that the township proceed to authorize the issuing of deben tures for s22000 he suggested that a resolution be presented which could then be discussed however council was indisposed to place a reso lution on the table for some time deputyreeve dowswell con tinued to object strenuously to the action contending that if council accepted the responsi bility for these debentures they would be leaving themselves open for a second call for funds if they were not forthcoming by donation for the furnishings he also expressed fear that the township might be involved in the present court action with the contractor reeve ball continued to press for a resolution finally writing out a resolution himself favor ing the debentures councillor nesbitt placed his unconditional grant system established this year by the provincial government will reduce the tax rate of uxbridge township by 389 mills the budget bylaw was given three readings and passed at the reg ular meeting on monday night total assessment in the town ship is 2071339 with the assess ment entitled to benefit from the unconditional grant 1961206 the tax rate for township pur poses on this assessment last year was 1710 now reduced 389 mills to 1321 on the residential and farm property total amount of the budget was 57600 with estimated rev enue of s221s0 leaving an am ount of 35420 for the township to raise total amount of the grant is s7629 the county rate in 1956 was 1171 and this year is down slightly to 1058 high school rate of 1042 in 1956 is prac tically unchanged at 1026 included in the budget is s9000 part of the 50 flood con trol cost for goodwood a written request from mrs ed williams mill st that land which she owns and which stretches from the rear of the west mill st residences to the cnr tracks covering some acreage be changed on the town official plan from an industrial zone to residential zone was re jected when it came before council ortthursday night in her letter to council mrs williams stated that she had not been aware that the land was in an industrial zone when the official plan was laid out councillors expressed the view that the public had been notified as the law required and deputy- reeve burk s tated that a mem ber of the williams family had discussed the matter with him reeve daniels stated that a similar request had been placed before the planning board and that this board had agreed that they would recommend no fur ther changes in the plan but would complete the original re quest which covered only the house lots on the west side of mill street councillor wagg and deputy- reeve burk proposed a resolu tion which stated that council should lake no action to further amend the official plan but that the original request for chang ing of lots on the west side of mill st be proceeded with the resolution further stated that mrs williams was at liberty to make her own representation to the department of planning and development on her own behalf this resolution passed special sewer connections the amount of 4600 was tabled as the cost of lateral connections for the sewerage system since june 1st 1955 and covering those laterals not shown on the original plans this amount included a dozen special connections installed for persons who had already been provided with one standard lat eral reeve daniels stated that the engineers claimed to have ad vised all the residents where laterals were added after june 1st 1955 that they would have to pay for these connections how could they some of the houses werent even built then asked councillor laushway i dont see how you can col lect for them now they should not have been put in without authority added councillor lehman council agreed that accounts should go out only to those per sons who had requested special or second connections help for floodlights a communication was receiv ed from the coaches and man agers of the various ball clubs using the town park in the plans the developer stated shadow lake development as the shadow lake develop ment was not proceeding at a pace desjred by the company undertaking the work mr stew art solicitor and dr a p barn- hart consulting engineers ap peared before council in an ef fort to get some speedup mr stewart suggested a re- he cited a number of develop ments close to toronto where homes in this price bracket were standing empty due to the high down payment he also pointed out to council that in permanent dwellings the township would have to provide yearly services including schools while in summer cottages the expenditure was small a new agreement containing several revisions will be submit ted however the company has still to obtain acceptance from the whitchurch planning board on the scheme and it appeared that council did not favor the plan without planning board ap proval the local streets walks committee headed by council lor wagg have favored pedest rians in some residential sec tions this week by having over hanging hedges and bushes trim med back from the sidewalks in some places it was almost im possible to walk on the walks vision of the plans to make the after or during a rain gala skating dance friday this friday night stouffville skating club will stage a dance at beautiful cedar beach gar dens musselmans lake the dance will feature jack denton and his band with doug mclcod vocalist stouffville skating club executive members are en deavoring to bolster their finan ces during the summer months in order to be able to meet the costs of club operation when next fall arrives the skating club has contrib uted much to the recreation and club night entertainment of our town and district and they are asking for support of their offseason pro jects to help carry
