par cel can be sold in block the proposed new bylaw would put certain restrictions on these blocks mr cattanch jr of markham solicitor was present on behalf of a number of residents to pre sent their objections to council overstepping planning board he stated that in his opinion the council was usurping the field of the planning board un der guise of the land use by law and which was strictly planning he cited several examples in which the bylaw would create a situation where the owner could not utilize his land reeve clark in reply said that there might be instances where the bylaw would apply to extreme cases but when taken over the entire township it was neces sary and would eliminate many bad conditions which had de veloped under the present ar rangement mr forrest planning direc
