service dispatch system for the police forces of j york county were introduced to york county council last week by the police committee j chairman alf lemasurier reeve o markham township a com- i municatlor survey was present ed by bel telephone co rep- i resentatives cost for the county was esti- i mated at 10000 a year it would be borne proportionately by the participating municipalities the i report which recommended the consolidating of communities for county police forces to pro vide increased efficiency was referred to the councils of the individual municipalities for discussion in the bel telephone co sur- jvey recommendations for tele- phone teletype and radio service i were included prices for serv ices were listed the report is the result of he county police committee deputy reeves a h ruther ford of vaughan twp and ym sellars of sutton and mr le masurier meeting many times with the chief of police ex- plained mr lemasurier it is an attempt to coordinate the j police of ontario pro vincial police to consolidate the police for ces of the county the report continued it would be neces sary to establish a radio dis patch center in conjunction with the telephone answering serv ice at the present time eleven of the countys police offices have only one officer on duty during the night since this offi cer must do patrol duty the office is left unattended and in coming calls are delayed with the installation of a cen tral radio dispatch this officer would be in constant communi cation with the central dis patcher through his twoway ra dio this would provide closer coordination of the various po lice departments since york county is divided by an eastwest ridge of hills at oak ridges it would be nec essary to mount an antenna in that area tne county would have to purchase or lease land with an elevation of 1050 feet for this purpose n the provision of a teletype machine would provide up to date information on such activi- ties as missing person reports and descriptions daily bullet- ing cancellations stolen and re covered vehicle reports and thefts it would be connected with the metropolitan toronto police teletype network newmarket would provide the most economical location for the central station the bell tele phone co report stated the summary of monthly charges i for the three locations for the control station were newmar- ket telephone s544 teletype s105 and radio ss7 making a total of 696 vaughan telephone 699 tel etype st9 radio 17 making a total of ss25 markham tele phone st20 teletype s0 radio 47 making a toal of ss47 what would the are four definitions which are important to create harmony 1 hue which is a clear strong spectrum color 2 shade means a hue plus a darker color 3 tint means a hue plus a lighter color and 1 tone which is a hue plus a duller color repeat ing a color is a good idea but do not use it in a checkerboard effect rythm is important in working out your color design if several colors are used they should form a definite pattern and should flow into each other not broken or spotted in effect accent is another thing that is important and can be accom plished by contrast or by mass if the form is different the ef fect is heightened so watch the color contrast a safe way is to i pick out a color in the flower itself unity not only in color i harmony but sufficient contain ers bases and backgrounds is i important never put a high arrangement in front of a pic- i ture over a mantel for instance i and always watch your wall- i paper or the painted surface of a wall that the color does not clash with your flowers the i focal point ties your whole design together and can make i or mar a good arrangement i the focus of the color design should coincide with the focal i point in the form design remember always that your i arrangements should be design ed to be located in a certain spot in your home and when you i have decided on the location then pick out the container and the color of the flower which will compliment it i now just a word about eon- j tainers we cannot all afford to go out and buy expensive vases but gradually over the years i we can accumulate some varie- ties in the meantime we can use our ingenuity with casser ole and baking dishes fruit and 1 soup plates glass sugar bowls and cream jugs and cups and saucers there are many possi bilities also with natural mater ials like a piece of silver birch log that can be hollowed out and then lined with tin many of us collect ornate pieces of driftwood which would lend 1 themselves beautifully to an arrangement and perhaps a small drinking glass would be a sufficient container with it wicker baskets make good con- 1 tainers especially for autumn arrangements with a little im agination we can
