Should Be Reconsidezred The federal cabinet has commuted the death sentence of Vancouver man who shot the manager of trust company branch The 25yearold slayer lsnow to serfre life sentence The action is of interest in that it is the first capital murder case to come before the govern ment since Parliament voted 143 to 112 to retain the death penalty According to practice the minister of the cabinet gave no precise reason for their decision in announcing it In com ment The Ottawa Journal has made the valid suggestion that this practice of see my on commutations should be recon sidered No one The Journal points out late insist that the cabinet order the execu tion of everyone convicted of murder The practice for many years has been to commute the sentences of those recom mended for
