Welfare families living of survivol Ievels TORONTO CPI Families in Ontario receiving welfare payments are living near subsistence survival levels report released Tuesday says The report joint effort ot the Ontario Welfare ouncil and the Toronto Social PIan ning founeit calls for review of the provinces social allowances It says that current welfare benefits do not meet even basic needs and have
