their discussion of nuclear arms controls today af ter full exchange of views at their initial session Vances spokesman reported President Carter told congressional leaders in Washington he still office because of technological changes and said he Would consider the unions suggestion for royal commission if the union would agree to suspend negotiations during the com missions hearings However Blais also indicated he knew the union would not agree and commented as he left his news conference It is all academic anyway COMMONS DEBATEI The controversy later erupted in the Com mons when Progressive Conservative Walter Dinsdale MP for Brandon opened debate on the post office with suggestion that special CommonsSenate committee be ap pointed to investigate the governments con tinuing inability to provide Canadians with an efficient postal service Dinsdale said it didnt really matter to him what form the inquiry took His main concern was to get some action before the point of no return is passed Dinsdale said severe labormanagement friction started nine years ago when there was headlong rush towards mechanization and the whole thing was presented to the union as fait accompli The union must help plan technological changes Dinsdale said Blais said in the Commons as Davidson watched from the public gallery that his goal is to promote peace in the post office But Blais went on to say that the CUPW leaders have adopted combative stance an intransigcnt stance that is counter productive SIIOOK HEAD Davidson sat shaking his head but said later did not want to comment on Blaiss speech The contract expires June 30 and the union says it wants an ironclad guarantee that workers will benefit from any technological changes Davidson said at his news conference that UPW is not opposed to changes that will im prove postal efficiency but workers should be protected from adverse effects and be cause the post office has violated the current contract with impunity the new con tract should havc some penalty clauses in it The current contract was signed in Decem her 1973 following bitter sevenweek strike At that time the union thought it had won guarantee of protection from adverse effects of changes But the post office has continued to implement changes without agreement bet ween both parties on how to eliminate ad verse effects The contract requires the government to give the union 120 days notice of proposed technological change but it doesnt extend the consultation period if agreement is not reached within that time future Murder weapon found BRAMPTON nt PI
