will ac commodate 108 people at any onetime The new will be far cry from the first one In 1956 the first program was offered using borrowed funds and rented facilities The office was located on Owen Street but facilities wcre spread out in several different locations In 1958 the first day camp program was made available and was conducted on budget of$500 In 1963 the first capital cam paign was held in Barrie and $366000 was raised to construct the Grove Street East building For the next 10 years the served the residents of Barrie and district through help from theUnited Appeal In 1965 the UA donated 52 per cent or $25000 toward operating costs In 1976 it had dropped to 20 per cent of the operating costs but represen ted some $30000 EXPANSION STUDY In 1972 the board of directors established an advanced plan ning committee to conduct study to determine the building and facility needs and in June of 1973 the board approved the idea of expansion The question of raising funds was studied in 1975 and cam pal was launched for $1 mil ion However between the time of the study and the actual time of start of construction the cost of the new building has risen ap proximately two per cent month Fortunately though enough money was raised to go wtender in the spring of 1976 Wintario confirmed onethird of the capital expansion cost which was $412000 The re inder of the money came om the public Barries wage earners chip in total of $90000 the city £19229 and the balance came from business firms national organizations During the past year the has served 3900 members with an average of 350 people using the facility every day and There is staff of seven in cluding three professionals thrcc clerks and one janitor The is open 95 hours week So it is dependent on volunteers much of the time Mr Hopper estimated the en tire cost of the prOJect at $1100000 but that is not taking into account the purchase of land for arking and con struction umishings and the cost of architect and engineering fees He predicts they will be short approximately$40000 We will not know the full deficit until this time next year but our board of directors is presently studying ways off set the deficit Mr Hopper said We are still receiving donations from concerned business firms and people who have share in the growth of Barrie brary board hopes to estab lish satellite branch possibly in the southern part community agencies and similar matters The project has been approved by the library board Mrs Maley says and will begin sometime this year AIIANIAIE SERVICE Also on the schedule is meeting sometime in the spring between the board and Allan dalc residents to discuss how well the library serves that area of the city Meanwhile the library staff is using maps and colored pins to see where library patrons live What all this could lead to Mrs Maley says is storefront or satellite branch probably in the south end of the city but there is no indication as to when such branch is Ontarios Police Act most people arent aware of says Mr Greer stating that if the chiefs office becomes vacant its up to the chairman of the police commis sion to fill the gap Thats great deal of respon sibility for man who is not on police force and doesnt sit in Simcoe County court says Mr Greer But he has had ex perience with police commis sions He served on the commission from 1955 to 1975 and as mayor as civilian appointed by On tarios LtGov Pauline McGib bon Hes the first lay person on Barries police commission Until his appointment members of the commission in cluded the mayor provincial court judge and county judge The change occurred provincewide he said uess they felt they wante to have someone other than judicial people on police commissions he said The head of municipality brings in politicallyoriented views while judge does not always have enough contact with the average person on the street he said He says his hardest days on the commission came when he was mayor and it was all new to him But we had some ex cellent people in the commie sion then and they had con siderable experience Police commissions exist to make sure there is proper polic ing in the city says Mr Greer and to ensure there is properly trained and staffed police department The commission does the hir ing and firing of constables he says on the recommendations of Chief Earl Snider ADULT The commission has es tablished coo rative dispat ching with Al iston and Brad ford police in the last two years says Mr Greer What was happening was that the two forces were operating with answering ser vices he said People would call in with the message and the service would have to wait until constable came back to the of fice to deliver it Now our people receive the calls and we immediately send it out to him he said The system has operated for two years he says and began with discussions between former chief Ed Tschirhart and the Alliston and Bradford chiefs Barries
