ganization NAPOl said Tues day NAPO said proposed legal remedies for borrowers who think theyve been charged an excessive interest for loan are too costly and too complicated for use by lowincome con sumers The lowincome consumer is the most vulnerable of all criti sumers and will pay rather than argue NAPO said in brief to the Commons social af fairs committee which is re viewing the proposed Borrowers and Depositors Protection Bill NAPO represents about 1800 lowincome groups native peoples organizations tenants associations and consumer ad vocate groups across the com try The bill is aimed at giving more protection to borrowers by requiring full disclosure of the costs of loan at each stage of the transaction and by stand ardizing the way interest is cal culated lllil REPLACE ACT Among other things it would replace the Small Loans Act which now limits the interest rate to from six per cent to 24 per cent year on loans less than SLSUO The bill would lift the ceilings but put the onus on the lender to prove in court that an interest rate is justified if challenged by borrower NAPO said legal costs in routine case would be more than $20Xl and even if bor rower won he could not expect to recover all of them The NAIO brief also sug gested banks should be required to make at least one per cent of their assets available for loans to low incomc higirrisk borrowers The banks
