examine in our daily lives And that would be boring The irrepressible alderman for ward should worry least about council being dull Indeed if anyone has put some spice into council over the past year its Ald Mills We wish the entire council good month away from coun cil responsibilities during the August break After busy year theyve earned month off We hope they all have good rest and return full of vim and vigor in September Good times gone Canadians are finally realizing the good times are drawing to close With American President Jimmy Carter saying and acting as if the prophesized recession is not only immi nent but unavoidable even the best must feel their optimism waning Across the country people seem resigned to believing we are doomed nation our oil will be gone by the centurys end grumble hit parade And now the board is back in the limelight before the legislatures select committee on the ombudsman Complaints about government bureaucracy taken to the ombudsman are usually satisfac torily resolved without much hassle but in few cases the ministry or agency concerned has rejected the ombudsmans view Seven such issues went before the select committee where they received unseating of former Ugandan President Lule who held office for only 68 days after Amins departure He directly interfered in the overthrow of the leaders of two new Indian Ocean island republics the Seychelles and Comoro islands Nyereres closing of road traffic between Tanzania and Kenya and through highway freight traffic between Kenya his country and Zambia is creating great economic diffi culties with his two neighbors They are also his staunch allies in the guerrilla war against ZimbabweRhodesia LARGE NEW ARMY Finally in country whose socialist farm economy is failing and which cannot another dollar massacre might be developing the revamped Carter adminis tration is rejecting any new program to prop up the value of CS currency on world mar kets The US dollar has been steadily slipping for the last two months to level less than three per cent above its low of last Oct 30 which resulted in dramatic $30 billion inter national rescue opcration on Nov At the end of October the US dollar was valued at only 7414 cents when measured against 13 other currencies Its value now is about 76 cents and likely would be lower except for efforts by the Swiss and West German central banks to support it On Monday William Miller Federal Reserve Board chairman said no new rescue efforts are planned He left analysts worried that the pattern of last October might be repeated Like the dollar slump last fall this one is mainly result of Carter administration eco nomic policies By holding down interest rates while inflation rates rosc last year the administration left markets confused about economic direction When wage and price guidelines were announced late in October without any ac companying move to higher interest rates the dollar fell It took the $30billion rescue worked out in conjunction with several Eu ropcan govornments to arrest the slide This time uncertainty about energy policy is contributing to the problem Banks and corporations arcnt holding dollars
