ii Monday July 23 979 urirsnoom 20 53 the examiner PutL brakes on spending The man at the centre of the federal treasury last week threw shock into many Canadians shock perhaps long overdue Treasury Board President Sinclair Stevens had just discovered an additional $1 billion in spending by the prev10us government and declared Canadas bank account virtually empty Canadians who in recent years have witnessed government overspending with appalling regularity might have shrugged off the latest figures Whats another billion But this time the seriousness of the situation is getting through Perhaps the repeated determination by Mr Stevens to reverse overspending by the prev1ous government has been heard Perhaps the double barrelled threat of high inflation and unemployment has people truly worried as well they should Whatever it was Mr Stevens has let it be known that he at least would slam the vault shut to help restore the economy Some pundits will of course say that the new PC govern ment is simply looking for way out of expensive campaign promises But the most important job for the federal govern ment now is to show leadership in national effort to restore healthy economy for all Canadians An essential part is to cut government spending and to start reducing taxes The aim should also be to encourage free enterprise business and industrial expansion to create need ed jobs and reduce unemployment Incentives for productivi ty are also needed part of the recovery process If Canada is to regain its former security the time has come to work together and be trifle afraid for the future There are times when climbing out from our malaise may seem almost an insurmountable task But for country like Canada so rich in natural health it is far from impossible Your for his initial handling of the Vietnam refugee crisis now owe him the courtesy of some compliments for the way he has finally produced proud and positive program bring more boat people to Canada Up until the ministers announcement of this potentially gigantic and generous program there had been very justification for criticizing his performance His earlier paltry plan to admit an additional 1000 refu gees while an estimated 350000 are still living in squalid camps or on leaky boats was nothing short of an embarrassment And to make matters worse the inexperienced minister combined the announcement with some unsolicited breastbeating about Canada setting an example for the rest of the world He later compounded our national em barrassment by warning us of likely backlash if we permitted too many Vietv namese to come to Canada It was not the type of comment one would expect from an immigration minister in the face of such refugee crisis And our national pride took another pounding in relative terms when the United States government without any fanfare announced it was doubling its quota of Take note By MANJURIS It feels good when you wake up each morn ing feeling fit disturbing thought Maybe this is why wheelchair or aid of this type frightens peo ple Harrie has many disabled and handicapped in its midst but how accessible is our city to these people Jim Clark is one of the disabled in our city He is confined to wheelchair and his greatest beef is mobility or lack of it in Barrie Keep in mind disabled people are fighting for the right to be recognized for government was lig years behind public opinion in the country Provinces cities and hundreds of community organizations church groups and even private individuals inundated Atkey with demands for more generous response While the federal program was still aiming at 8000 refugees one province Quebec and one city Ottawa had each announced willingness to accommodate 4000 Within days other provinces and other cities launched similar programs About this time Atkey went into virtual seclusion keeping away from the prying press and hounding humanitarian groups Our refugee program appeared to be in shambles and after all this talk about our examplesetting and our glorious traditions in compassion we were told we couldnt drum up transportation facilities to get refugees into Canada There was even the ludicrous statement from government officials that the Armed Forces Hercules aircraft despite being pressurized and airconditioned were not really suitable for refugees Its little wonder the minister was being criticized As Atkey remained closeted with his ad the move We use transportation in our every day life for work shopping medical appoint ments or visiting friends Whatever the situa tion we are the most mobile society in the world Yet there is segment of our population that considers transportation an unob tainable luxury This segment consists of the elderly infirm and physically impaired The elderly strongly desire to reaffirm their roles in public and family anairs but because many cant use conventional transportation they feel relegated to senior citizen homes for the rest of their lives The dream of disabled people is self sufficiency including freedom to shop work go to medical appointments and socialize In factthese people often degenerate more because they cant get out Fortunately in Barrie committee con sisting of representative of service clubs social service agencies concerned citizens and the Ontario March of Dimes has been set up in conjunction with the out that the govern ment in order to rescue its tattered refugee program would probably announce dramatic increase in the quota perhaps even to 20000 and that military aircraft would be pressed into service after all SURPRISING FINALE Well the minister surprised everyone He not only effective lifted the quota entirely he arranged massive airlift with the possibility of later ship charter and in so doing he managed to put the government out in front of public opinion again while throwing the ball right back at his critics Amid this national outpouring of concern for the Vietnamese refugees Atkey has told every organization and individual in the country that for every refugee they sponsor the government will admit an additional refu gee And if 25000 are sponsored before the end of next year that means 50000 refugees will come to Canada If this goal is actually reached said Atkey the nominal quota of 50000 will be revised And to prove the government is no longer fooling around on this issue the immigration department has booked 16000 aircraft seats for refugees over the next five months It was shrewd and surefooted move by the minister following his faltering start He has challenged all of us to prove our concern for the boat people And if we dont produce the shame will be ours not the governments How accessible is our city to disabled and handicapped tario to remedy this longstanding situation PROGRESS MADE Although this committee was only established on June much progress has been made towards achieving the goal of comparable transportation for this often ig nored segment of society However much more needs to be accomplished Since the idea of such service is still relatively new the difficulties in initiating it are many More human resources are needed to conquer these problems With the initiation of viable transporta tion service senior citizens can resume more active role in sociey and many physical ly disabled can integrate into system that they member can in troduce legislation just the cabinet can Not that such bills brcomc law vrrj oftrn They dont If the govrmmrnl feels bill has real merit it usually takes it owr and IDA troduces the launching pad for further debate Its true of course that the quality of these bills varies dramatically from the idiotic to the sublime BESTSET As might be expected the Nlil excel in both categories with Samis leading the parade with good bills about important if not crucial topics minor in terms of society but major for those people affected His latest for example was during the federal election campaign when he in troduced bill that would ban publication of publicopinion polls This was his second try on the same bill and while there may be dispute about its mer its one can only admire Samis sense of timing It is also highly relevant nonidtxilogical bill and to its defenders an attempt to remove one of the major factors than may possibly distort the electoral process MORE BILLS His other bills since his election in late 1974 also fall into the same category of general interest bills Four times hes brought forward bill that would allow beer and wine to be sold in corner grocery stores This was his first bill after joining the House Last year he brought in bill that would retaliate against Quebec construction workers employed here in similiar manner to the way the Quebec government is discriminating against Ontario construction workers trying for jobs there The government later brought in similiar bill which is sitting on the back burner going nowhere Samis believes it may be because they dont want to pass anything that even appears anti Quebec prior to the sovereigntyassociation referendum WISE WAY He also had bill that would have limited cash or service donations to municipal cam paigns the kind of ceiling that already exists for federal and provincial elections And there was bill that would give back wages of employees first claim on remaining assets if firm went bankrupt Plus controversial bill that would allow lawyers to advertise their services Finally bill to allow beer in the ballpark at Toronto Blue Jays games here Not nonsense bill in the lot which taken within six hours of exposure to radiation and would be effective for 24 hours Dispensing of the pills was simulated Wednesday in test of emergency plans for people living near the Bruce nuclear
