opposition in dealing with the problem of cottage conversions to permanent residences along their lakefronts Although the province in the past has frowned on the changeover from seasonal residences and created zoning restrictions to discourage it township officials in the coun ty say they would rather switch than light In some municipalities cotv tage conversion is already well under way while in others amendments are in the works to acquire ministry of housing approval to make it legal In Tiny Township municipal officials would rather to operate with cottagers seeking conversions than have it done Ora seniors home move behind their backs says Guy Maurice township clerk In effect this allows the municipality some control over the situation to keep tabs on who is converting where and monitor the changeover from an environmental stand poi nt says Maurice He says change in the zon ing bylaw approved by the tario Municipal Board two years ago now allows the municipality to issue cer tificate to cottagers seeking pernianct status for their residenceswhich involves checks on septic systems by the Simcoe County health unit WORKING WELL It is working out fairly well Maurice says and 330 Certificates for conversions have been issued in the past twoyears Tiny has looked upon it as fact we have to live with so instead of fighting we try to accommodate it he says Rama Township is consider ing an almost identical change in its zoning bylaw says Leonard Cotton clerk and council has always been of the opinion that cottagers who pay full taxes can do what they want with their residences One of the reasons many municipalities choose to ignore the ministry of housings policy against permanent set tlement in areas zoned seasonal is the difficulty of enforcing it says George Roberts clerk of Oro Township Not only are the provisions in the bylaw weak on going to court he says but it you take one person to court you would have half the population there In addition says Maurice how do you keep track of who is living illegally in cottage year round We cant ask them to punch in at timeclock he still in limbo Reeve Oro Township council is still long way from making any decision on proposal for anior citizens housing centre for the municipalitys elder residents says Reeve Howard Campbell We havent gotten off first base yet he says Council agreed early in June to investigate the request of delegation from the Marigold Senior itizens Association which told council interest in such project was high among its members Don Pickering association spokesman told council ministry of housing co ordinator had indicated the township could accommodate centre of about 15 to 25 units The project would be federally and provincially funded with the municipality having to pay only for the land until actual construction began at which time that money would be refunded The township has not con sidered site yet however as it still needs information from the Simcoe County Health unit as to whether centre that size could be safely serviced by septic tanks Reeve Camp bell says If the answer is no says Reeve Campbell then there is no point considering the pro posal survey by the ministry is also required before any deci sion can be made the reeve says to determine how many senior citizens in the township are really interested or qualify for such housing NEEI GUARANTEE We have got to have some guarantee that enough of them will come in he says George Roberts the townships planning ad ministrator says such study would take six to eight mon ths He says indications from the ministry are that only one in four persons who says they want senior citizens housing actually qualify Senior citizens who want to move into such centre must be prepared to give up their present homes and are not allowed to own land Roberts says John Jackson president of the National Dairy Council of Canada presented an award of excellence to Donald McArthur manager of Fuda the ministrys favorite arguments for restricting permanent use of seasonal residences is that it will prevent the burden of increasing demands for ser vices from the municipality SEEKING APPROVAL But in Oro Township which is seeking approval to legalize conversions he says history has shown these services are paid for In fact taxes paid by cot tagers who contribute on the same basis as permanent residents account for substantial part of the townships assessment he says The province sees it conversion as more of pro blem than the municipalities The province sees converion as problem not only from the point of view of haphazard planning but because it and not the municipalities face most of the costs involved in pollution prevention and supp ly of services says Pierre Beeckmans senior planner with the ministry of housings planning policy branch The municipalities dont feel the effect of increased costs for services such as road maintenance or the busing of school children because these are heavily subsidized by the province he says The province also has to pay large sums of money to install water and sewer systems in some cases to prevent pollu tion along the lakefront Beeckmans says By TERRY FIELD Of The Examiner Those charged with revising the human relations program will begin work immediately and the new package could be before Simcoe County Board of Education trustees by the fall says the boards director The situation is that we have just been completing plans to blast ahead full speed on the revisions during the summer said Jack Ramsay He said the revised program could be in place by the fall allowing fieldtesting to con tinue from the start of the new school year We are hopeful it the pro gram will be ready The only thing that could delay it would be an adverse reaction to the revisions by the trustees Wednesday the board postponed countywide im plementation of the program that had been tentatively scheduled for the fall and cancelled the fieldtesting pro cess pending revision and review of the program by trustees The program was tested in 160 classrooms involving some 4000 students during the school year just ended COULD ALTER Reacting to criticism from residents of the county and their own concerns trustees passed series of motions Wednesday that could alter the program Interested members of the community and trustees will now take an active part in the writing process and work with the original writing team com prised of 16 teachers Trustees also want the pro gram to teach students the dif ference between right and trouble fin ding acéommodation this year faced with healthy four per cent vacancy rate survey by Central Mor tgage and Housing Corporation in Barrie in April shows 45 per cent vacancy rate in privately owned buildings with six or more units This information is based on survey of 61 buildings contin ing 1701 units There was total of 77 vacant units The vacancy rate for buildings with 20 or more units was high 53 per cent while buildings with six to 19 apart ments had rate of 12 per cent Greg Williams program director at CMHC says healthy vacancy rate for apartment owners and seekers is between three and four per cent He estimate the rate is now four per cent because it increases slightly in the spring and drops in autumn Rick Bates Barrie director of planning and development recalls until new high rises were constructed in the city there was one per cent vacancy rate for about four years rising to 19 per cent by the end of 1977 Rent controls and high construction costs slowed apartment develop ment across the country he says ALTERED BYLAW As well Barrie altered its zoning bylaw in 1972 virtually eliminating construction of small walkup apartment buildings by making it more commodated Parasites could save alfalfa ByIRISGAIII ExaminerCorrespondent new arrival on farm fields throughout Ontario is saving many alfalfa crops from destruction by the voracious weevil Curculionis parasites have been brought into Canada from the US within the last eight years Colonies of so to 100 parasites were released in counties bordering the Great Lakes throughout Ontario The curculionis lay eggs in adult weevils which then hatch to chew away at the weevils and interfere with the natural breeding of the pests states Chuck Kingsbury crop specialist for the ministry of agriculture and food Alliston He said The parasites multiply as fast as the weevils do The more they multiply the more effective the degree of control Some of the parasites had already found their way into Ontario after moving norlt thwards from the US with the weevils They have been spreading throughout the US since 1911 attacking and sometimes completely eliminating weevil pro blem Surveys carried out in six locations throughout Simcoe County this spring turned up parasites at each location This may become Godsend for Ontario farmers some of whom have lost entire alfalfa fields to weevils in past years The weevils normally destroy second year growths of young tender plants For the first time in the ast four or five yaars avent seen any heavily damaged alfalfa crops states Chuck
