21 were deliberately set said an Ontario Fire Marshal in vestigator today John McKenzie said when he inspected the concession booth and ladies change room where the fires occurred he found evidence of arson He would not say how the fires were started The incident is being investigated by township police McKenzie estimated damage to the conces sion stand at about $40000 The change room sustained Arab Emirates have indicated they would sell their oil for $18 By TERRY FIELD Of The Examiner The Simcoe County Board of Education has postponed indefinitely countywide im plementation of the human relations program and series of motions passed Wednesday could force substantial alterations in the course of study Along with postponing full implementation initially scheduled for the fall the board has cancelled any further fieldtesting pending revision of the program and full review by trustees at later date Trustees and interested members of the community will now take part in the revision process and review for themselves resource materials used or recommended for use Any program on human relations the board has decided should recognize the tradi tional moral code of our society and promote it The boards 21 trustees also voted in favor of meetings involving parents during which information may be passed along and asked administrative staff to develop plan for the course including details of program to prepare human relations teachers Passing the series of motions in the face of extreme opposition to the program from many individuals and several organizations was not an attempt out the baby with the bath water McCullough said The decision on when fieldtesting might begin again rests with the trustees During the school year just completed some 4500 students in 160 classrooms took the course that deals with the emotional and sexual rela tionships No date was established for countywide implementation and that decision also rests with the trustees Mary ErichsenBrown Collingwood trustee said the boards desire to make changes and continue fieldtesting at some pOint demonstrated desire to move for ward with the program The motions passed were presented in report by DENNIS LANTHIER Of The Examiner The new white paper on the planning act will give municipalities more power in deal ing with planning matters crowd of about 350 were told today at the holiday Inn Wojciech Wronski with the ministry of housing said the act will make more clear provincial involvement in planning The seminar is one of eight being held across the province to inform local govern ments of proposed changes Provincial involvement in planning mat ters will continue whenever matters that jeopardize provincial plans are discussed said Wronski May sponsor boat families St Andrews Church in Barrie and the Kempenfelt Kiwanis Club are attempting to sponsor two families of boat Vietnamese refugees to Barrie said the pastor of St An drews Church today Rev Harry Waite said the church applied about two weeks ago to the federal govern ment to sponsor Vietnamese family of three to five people to Barrie The process he said is complicated and could take as long as 12 weeks It would pro bably be September before the family arrives in Barrie said Mr Waite Once the family arrives the church will be entirely responsible for them for 12 mon ths said Mr Waite Special money fund HayesDana to By RICHARD THOMAS Of The Examiner HayesDaria Ltd manufacturers of heavy duty axle housings for the truck industry will receive $15 million grant from the provin cial governments employment development fund to help finance an expansion of its Bar rie plant Larry Grossman minister of industry and tourism who announced the grant here to day said it would enable the company to begin production of new front and rear driv ing axles for light trucks as well and would create about 700 new jobs in the city over the next five years Grossman said production of this new light axlc will provide the company with an op portunity to help offset the countrys im balance in the autoparts industry through ini port replacement with the possibility of some exports This is the type of grant we have wanted to make Grossman said It brings high level of technological jobs to the area He said the grant will help HgyesADana speed up its schedule of operations to be in production by the spring of 1980 The 250000 square foot expansion will bring the plants total area to 430000 square feet and the company will spend an additional $25 million to complete the construction and in stall the necessary equipment said its presi dent Woody Morcock iorcock said the equipment would be in stalled in the plant within the next eight mon ths Such items include environment transpor tatiion health and education standards he sai Local governments will now have authority to approve number of planning procedures which now require provincial government ap proval he said Unnecessary Ontario Municipal Board OMB hearings will be eliminated through the new act Cabinet petitions on OMB hearings will be eliminated he said From 1957 to 1967 only 16 petitions regarding 0MB matters were received In the last four years there were about 50 petitions year pertaining to local issues he said Provincial public works will continue to be exempt from municipal control Wronski said But the provinces will be required to consult with municipalities before making any changes he said Gerry Fitzpatrick said jomt planning boards between counties and municipalities will no longer be provincial requirement but there will be nothing to stop municipalities from establishing planning ad visory committees It is not reasonable to expect all members of city council to be involved in daytoday
