strength in currency which was characteristic of the yen the mark and the franc year ago is desirable benefit after all As result foreign central bankers try their best to pump excess dollars into the international system Cavelti said which has created sharp rise in liquidity in the US banking system In other words capital is flowing back from the prosperous overseas countries into the North American system rapidly increasing the money supply demand deposits in banks plus currency in circulation here In the three months March to May the US money supply showed an average rate of growth of eight per cent well above both the shortterm and longterm targets of the US central bank In spite of the likelihood of $7 billion currentaccount deficit there is no reason to expect further Canadian liquidity declines again that is when the banks are no longer as flush with cash as they are now 77 interest levels and the inflation rate will go up again During the current period of uncertainty that gold which closed last week at record $28845 US an ounce is overdue for dcclinc to the rangc of $268 to $272 or even lowcr After the anticipated shakeout in gold though Cavelti expects it to rise Jesus name Amen ill HHl By STEWART MacLEOD Ottawa Bureau Thomson News Service When Prime Minister Joe Clark announced the formation of his new cabinet and saw that Heward Grafftey would become minister of state for social programs figured the little MP from BromeMissisquoi would be off nursing towering rage As one of only two Tory MPs elected in Quebec Grafftey could thought expect something better than newlyinvented portfolio that was listed 24th in the prime ministers announcement In the numbers game alone you would think that Grafftey would at least be given established job The 50yearold lawyer author and former By JOHN HARBRON Foreign Affairs Analyst Thomson News Service The United States is using an international organization to try and rid itself of Nicaraguan President General Anastasio So moza for most of his career client of US foreign policy The Organization of American States in Washington was addressed by Secretary of State Cyrus Vance who asked the in ternational body for the Western Hemisphere to act on his behalf Mr Vance proposed that General Somoza be asked by the OAS to step down peacefully to be replaced by socalled government of national reconciliation The makeup of such successor regime has already been established within Nicaragua tearing itself to pieces through its brutal civil war It includes basic junta of five representatives every kind of political shade from conservative businessman to neoMarx ist Sandinista guerrilla groups Other members include moderate politicians the wife of murdered newspaper editor Pedro Chamorro assassinated so everyone believes by Somozas paid goons last January and priest These leaders have emerged from the so called Broad Opposition Front which was set up last year as an answer to more rule by the corrupt and cruel Somoza family dynasty But there is much more than this behind the Vance move and his effort to persuade the SCOOPS OF COURSE IM DELIGHTED TO BE HERE IN TOKYO FOR THE SUMMIT MR OHIRA Tory MP Heward Grafftey valued bilingual Quebecer ll Milli kill it ll ll lumber company executive has been in Ottawa since 1958 with the exception of one term and he has been one of the most dog ged workers on the Tory benches His bright eyes peering through those thick glasses the gnome from Brome would tackle those dreaded Grits with magnificent sense of outrage while quietly working to heal all those periodic rifts that occurred within his own party He has been for the Tories highly valuable MP bilingual Quebec voice with an immense emotional devotion to his country GOOD CREDENTIALS It says lot for the man when you consider the political success of this Anglo MP repre senting riding which is 80percent French US tries to rid itself of Somoza OAS to move and to initiate an InterAmerican peacekeeping force N0 CUBAN INFLUENCE As with the demise of other Caribbean rightwing dictators which the United States has supported the threat of proCastro successor regime alerts Washington to ac tion But the Carter administration knows the time is long gone when it could act as the late President Lyndon Johnson did in the Dominican Republic crisis of 1965 and invade militarily The massive military landings in that country in the spring of 1965 to forestall what Washington thought would be Communist regime after rightwing politicians failed was seen as an act of oldfashioned American imperialism On that occasion the United States acted not only unilaterally as member state of the OAS but outside the charter of that body which forbids invasion of one member state by another President Johnson broke all the rules of international diplomacy in his infamous Dominican invasion There is no way that the Carter ad ministration could repeat such disastrous rformance especially with the Panama anal treaties moving through Congress for its final ratification Therefore the creation of national reconciliaiton government In Nicaragua works well with modern US foreign policy in Latin America meeting the old old problem by peaceful means iiliilll speaking in province where his partys or ganization scarcely exists Grafftey tried for the Tory leadership in 1976 when Joe Clark took over from Robert Stanfield He didnt do particularly well the diminutive fellow doesnt really look like party leader much less potential prime minister but no one tried harder and no one made fewer enemies in the process am not talking as Conservative he would say with highpitched emotion am talking as Canadian And am worried about my country and what may happen to it under this Trudeau government When you got Grafftey into high gear on that subject you could almost see the tears welling up in his eyes tell you if Trudeau comes back for another four years we may not have country to govern Well Trudeau did not come back for another four years and there is still country to govern And Heward Grafftey is part of that governing team What surprised me though was his relative standing in the cab inet structure When the prime minister felt it was necessary for instance to let one man handle such unrelated portfolios as solicitor general and consumer affairs it seemed bit strange that new seemingly minor job would be invented for someone like Grafftey But that was before learned what the enthusiastic little MP would be doing LOVES IT If Joe had tried for million years he couldnt have come up with better portfolio for me said Grafftey as he wolfed down cafeteria breakfast enroute to another busy round of appointments Its just perfect love it Just few minutes earlier he had his new portfolio clearly defined and he learned that being responsible for social programs wont be any pushover Grafftey could well end up in the centre of most federalprovincial squabbles since most of his assignments involve joint programs with the provinces What he is doing is taking most of the welfarelike responsibilities from Health and Welfare Minister David Crombie Grafftey will be looking after oldage security family allowances the Canada Assistance Plan disabled allowances vocational guidance and all those countless programs under joint financing arrangements Ill be working with folks real people he says Just think about the opportunity Just think about all there is to do in this area and think about all the things we can do to help real people What about spouscs allowances child tax credits long term employment opportunities etc Grafftey went on and on his enthusiasm afire So far as Grafftey is concerned he is right atop that cabinet totem poll And if he isnt successful it wont be for lack of effort ITS JUST THAT DIDNT THINK WED BE MEETING LIKE THIS One of the strongest condemnations of Joe Clarks decision came from the Council of moslem Communities of Canada which in telegram sent to the Prime Minister said amongst other things You have seen in your own eyes that the international community the great majority of Canadians the Canadian churches the business community the Moslems and everybody else except the Israelis and the Zionists are rejecting your proposal Is it not about time to have the courage to admit your fault and back out NERVOUS FEELING Having stirred hornets nest with this international incident would pagine that there must be feeling of nervousness and trepidation on the part of our young untried new leader Joe Clark as he heads towards Tokyo for twoday summit meeting with some of the most powerful leaders in the world Imagine our Joe will be rubbing shoulders with United States President Jim my Carter Britains Prime Minister Margaret Thatcher West Germanys Chancellor Helmut Schmidt Frances Presi dent Valery Giscard dEstang Italys Premier Giulio Andreotti and of course Japans Prime Minister Masayoshi Ohira Theyll all be meeting on Thursday and Fri day of this week to discuss world economic problems and of course the major crisis that confronts the world today oil or the lack of it Mr Clark isnt leaving anything to chance this time Hes already gone through brief ing with former Prime Minister Trudeau who as leader previously went to number of these highlevel junkets FINANCIAL LEADERS In addition he has had meeting with some of Canadas most influential financial leaders including Rowland Frazie President of the Royal Bank of Canada Peter Gordon Chairman of the Board of Stelco Jean de Grandpre Chairman of Bell Canada and Ian Barclay Chairman of British Columbia Forest Products If thats not enough Joe has left for Japan with his Finance Minister John Crosbie and External Affairs Minister Flora MacDonald to further advise him Could we have eavesdropped into the Clarks household as they packed up in readiness for their departure to Japan we might have heard Joe and Maureen talking Well Joe guess thats the last suitcase packed Theres nothing more to do but wait for the plane to leave Thats good honey Thanks for your help replies Joe By the way Joe clear what kind of advice did those people give you about representing Canada at the summit meeting in Tokyo They all told me the same thing keep your mouth shut Backgrounder Whats inside typical city OTTAWA CP As part of its never ending crusade to entice more people into its storehouse of figures Statistics Canada released this month new publication designed to illustrate how many facts it has about typical Canadian city Ottawa as midsized municipality was chosen for the demonstration that took the federal agency 318 pages to describe everything from parking violations to the number of homes with dishwashers Some of the findings based on the 1971 census are out of date But the book provides interesting insights into the lifestyle of typical Canadian urban dweller There was 97percent chance his home was equipped with television In 22 per cent of cases it was color model and 34 per cent of the homes had more than one set The typical 1971 Ottawa household had 10percent chance of containing an air con ditioner 15percent chance of including dishwasher and fivepercent chance of having snowmobile Threequarters of the households had record players twothirds had sewing machines onethird had tape recorders Although onefifth of the households reported that they did not own car almost 15 per cent had two vehicles and two per cent had three or more Most of them 63 per cent had one car Almost oneauarter of the households had two telephones Seventy per cent had one five per cent had three or more and only three per cent were without telephones To find out about behaviour outside the residence Statistics Canada traced the imaginary urban dweller through hospital wards encounters with police into unem ployment insurance grocery store and airport lineups and through other daily ac
