Barrie police commission Aid Ross Stephens now wants the matter dropped The Ald reasons that because police commission chairman Eldon Greer has divested himself of shares in an alarm com pany the integrity and honor For Mr Greers sake and his supporters it seems to us the inquiry should be continued The inquiry would do that and more Not only would it afford Mr Greer the needed chance to clear his name It would also clear the air once and for all about the alleged conflict of interest charge Finally it would help establish ground rules for what does constitute conflict of interest charge always grey area These point should be remembered before any movement quickens to drop the inquiry Weve heard lot from the other side on Mr Greer Surely the inquiry is needed to give both sides of the might have had its troubles lately but unless Liberal Leader Claude Ryan can do better job of explaining his renewed federalism that forthcoming referendum on negotiating sovereignty association might just go the way of Rene Levesque Levesque of course is counting on Quebecers to vote in favor of these economic negotiations on an equal basis with the rest of Canada While public opinion polls have consistently indicated that vast majority of Quebecers oppose independence for the province there is also widespread support for some sort of change And so far the Parti Quebecois is the only clearcut advocate of change Ryan and his Liberals have talked in general terms of their renewed federalism but the pro posals have not yet been articulated in detail As result the latest polls suggest that many committed federalists would support the PQs request for mandate to negotiate sovereigntyassociation simply because its the only vehicle for change at the moment And since the PQs initial referendum will seek only mandate to negotiate not mandate to implement any unilateral changes the risks are not too great even for federalists CHANGE WANTED The latest poll was undertaken by an adver namamen Claude Ryan must explain renewed federalism tising agency that handles publicity for the ProCanada Foundation And after interview ing nearly 2500 Frenchspeaking Quebecers it reached this conclusion The proponents of sovereignty are continuously outlining more and more precisely their option while federalists are fighting against it without reaching concensus on those changes which would be desirable for Canada It seems that Quebecers are ready for change and the only concrete proposal for change presented to them is sovereignty association But even this option is confusing to most Quebecers The poll shoWed that 21 per cent of those interviewed could not define sovereigntyassociation while another 25 per cent thought it was outright independence The survey also showed that
