Tuesday to amend an act governing its size and to reduce its membership to 39 from 54 In recorded vote of 48 to 18 council endorsed its planning committees recommendation to amend the ounty of Sim coe Act and raise the number of voters local municipalities must have in order to keep two representat es on council The amendment will take the form of private members bill introduced during the fall sitting of the provinc1al legislature to become effective immediately after the municipal election scheduled for November 1080 Under the new proposal local municipality will require an electorate of 7500 to become entitled to deputy reeve as well as reeve on council The act currently allows two representatives to municipalities with an electorate of more than 2500 The amendment however will give the reeve an addi tional vote when his municipal electorate is larger than 2500 but deputy reeve will only receive second vote when that number is over 15000 Although the cuts mean the loss of deputy reeve for 15 of the countys 33 municipalities the majority of councillors favored the recommendation which they claim will make council less cumbersome and possibly less expensive to run ouncillor Marjorie Dyer chairman of the planning com mittee said afterwards the recommendation was the fairest to all municipalities large and small which had been con sidered by the committee Council board of Victoria Harbor however defenced the additional votes and representation for the larger municipalities He suggested they might withdraw from the county unless granted fair representation by Armstrong Toronto architects for the building told council his firm had asked each builder to include in their bids list of projects they had completed in the last five years Boigon said this was normal procedure by an architect to ac quire general background on the contractor and enable him to check references Alstead Construction had been chosen over the lower bid ding contractor because recommendations for the latter were very bad Boigon said Council approved the com mittees choice but several councillors expressed concern to the architect that the roofing of the building be carefully supervised to avoid the pro blem of leaking which has deveIOped at the countys ad ministration building Boigon said roofing was not an exact science and that ac counted for about onethird of
