city council has finally cleared the way for an Ontario Municipal Board OMB hear ing into the downtown improve ment project An official plan amendment was ssed by Barrie council Mondllair meaning tentative site plan arrngements can be for warded to the ministry of hous ing The provincial government will then be in position to call an OMB hearing into the mat ter hearing which will be con vened because of numerous ob jections to the plan But neither Ald Dorian Parker or Ald Meg ODonal who have opposed the scheme from the start approved of the citys decision Grass reduces stress Farmers should maintain an equal balance of grass and alfalfa in their pastures to reduce distress or death among cattle due to aloat says Pro fessor Fulkerson of the University of Guelphs depart ment of crop science Prof Fulkerson ays one reason for maintaining 50 per cent grass content in the cat tles diet is substance contain ed in the grass called tannins which help prevent buildup of gas in frothy foam in cattle Although bloat can occur throughout the grazing season the critical time is midsum mer when high temperatures promote lush alfalfa growth and inhibit grass says Prof Fulkerson Iadino and red clover can also be bloatcausing factors he says Cattle should be full before they are turned out onto lush pasture Prof Fulkerson says And feeding them hay all summer helps prevent bloat because the dry matter mixes with the suc culent greens He says another preventive measure is greenchopping pasture method which re quies cutting and hauling the fresh herbage to the cattle There is less chance of bloat when cattle are fed ready made chopped mixture of alfalfa and grass This system is 30 to 50 per cent more efficient than free choice grazing because it pro vides high herbage intake avoids selective grazing of alfalfa and prolongs the life of the pasture says Prof Fulker son It works best on dairy farms wher the equipment may already be available or where the field location is income nient for cattle grazing says Jim Weeden the Ontario ministry of Council decided to leave clause that allows higher densi ty building Originally the city had plann ed to reduce density and allow only three acres of floor space per lot Planning board decided to change that after it was decid ed too many property owners mght object to the improve ment project It is cowardly act said Ald Meg ODonal because council has ignored the objections of those who are trying to protect the homes PURSUING ACTION The alderman said that by pursuing this course of action council could destroy the view of the bay and the park area Ald Fred Ruemper said the density coverage had little to do with the height of buildings He said that because of the ci tys severe parking re quirements it would not be economically viable for developers to build tall struc tures Noone has come near building to the six times coverage since it has been in ef fect said the Barrie alderman One building owner set up building with four and one half times coverage but the establishment went bankrupt said Ald Ruemper He said the staff is working on height restriction proposal now which would serve to pro tect the bay But any further delay in ap proval of the amendment was not needed said Ald Ruemper Its time to move it along he said Its been before us for longtime Rick Bates director of plannlt
