announce themselves as Family and Childrens Ser vices Whats happening you wonder Has the old familiar organization offering help to needy children taken on new role as well as new name Well yes and no According to Don Jackson local director of Simcoe County Childrens Aid Society Family and Childrens Services merely reflects the everchanging role of the society now nearing its 100th year of operation in On tario From what was once primari ly child custody organization often described as baby snat chers the service has been ex tended to include families and focuses mainly on the preventionandeducation aspect of childrens welfare services But because all the legal details have been set up under the old Childrens Aid title thats the way it will stay on forms in the phone book and in correspondence while continu ing to develop as family ser vice which looks to all facets of child care Currently there are 51 such societies in Ontario serving some 30000 families and more than 80000 children Its private nonprofit organiza tion chartered under the com panies act of Ontario licensed and supervised by the provin cial government to carry out child welfare legislation within particular geographic area FLNIEI IN 1891 It was founded in 1891 by Kelso reporter with the old Toronto Globe Outraged by what he saw happening to children on the streets of Toron to Kelso organized now recognized as child abuse he says This involves the child who is the family scapegoat the one who is constantly being criticized being put down This child cannot develop the fullness of his potential because he is always wrong His parents say no too often PARENTS NEED HELP Primarily this is the parent who carries over the negative aspects of his own childhood Jackson says Often the parent requires counselling rather than the child he ex plains Fewer young children are coming into the custody of the Childrens Aid Society because more and more unmarried mothers are keeping their babies There is less stigma less criticism and more support from society in the form of financial assistance to young mothers If there is top priority at Childrens Aid Societies it is the child who is in danger of life and limb Jackson says The new Ontario Child Welfare Act of 1978 which comes in effect this month makes it mandatory for every person who has reasonable grounds to suspect that child has suffered or is suffering from abuse to report it to the local childrens aid society The act spells out child as being under 16 years of age while abuse is defined as physical harm external or in ternal bruises burns frac tures wounds brain damage poisoning malnutrition sexual molestation The new Ontario Welfare Act reflects mounting public con cern over violence to and neglect of children Reports of child abuse have more than doubled in the past five years NEW OFFENCE The new act makes it an of fence for professionals such as doctors and teachers not to report such suspicions and pro vides for fine of up to $1000 if the courts convict on such charge The new legislation takes into account the wishes and feelings of children stipulating that those 10 years of age or older be given notice of hearings the right to be present and the right to be heard It will put 30day limit on confinement in detention home for children who need place of safety Another provision is that evidence provided If the child can never return to parents the possibility of adoption is considered but this is strictly last resort About 64 per cent of children in care are returned to their families Most children are returned within 12 months Over fiveyear period there has been decrease of 25 per cent in the number of children remaining in care at the end of the year Ontario has the lowest number of
