At Ralph hearing Sergeant tells board hes scared to death By STEPHEN NICHOLLS OF The Examiner TORONTO Barrie jail sergeant testified Wednesday he ordered Randy Ralph to spray walls with fire hose Oct because he had seen fires in the jail before and was scared to death of what would happen Robert Henry McNeil 60 said he ordered he guard to use the fire hose because he saw smoke in cell corridor when they responded to an alarm McNeil was testifying before the Ontario Public Service Labor Relations Tribunal Grievance Settlement Board Ralph 30 =51 was fined 20days pay for his part in the inci dent and he is appealing to the board Prisoners said guards sprayed them with hose and left them to sleep in wet clothes and mattresses overnight McNeil Barrie guard since 1960 was in charge of the night shift when alarms sounded twice The first was false alarm but when guards responder to the second they discovered blue haze he said The sight and smell of smoke scared him said McNeil He said he was thinking of fire in Stratford jail only months before when eight prisoners died SAREI TO DEATH Im scared to death of fire said McNeil Ive been involved in tires in that place in two or three incidents and can see what can happen McNeil said he saw fire in the jail where paint layered eighttenths of an inch thick caught fire quickly In all my years Ive been there Ive had lot of trouble but Ive never figured they tprisonersi deserved watering down with hose Why would they deserve to be water down Dr John Postnikoff jail physician for 10 years said there has been decided jump in the number of prisoners he has to treat During the past two years he sees 15 to 20 prisoners at day Before that he would examine three or four men daily Injuries resulting from violence appear about every two weeks and include cuts bruises and fractures One prisoner cost the ministry of correc tional services thousands and thousands of dollars because he suffered broken leg while in jail and had to stay in hospital six weeks AlSE PROBLEMS Dr Postnikoff said the chief problems are closed quarters and boredom After six weeks prisoner exhibits pro blems and is reaching the stage where he may crack he said Dr Postnikoff said he knew the problem but is powerless to do something about it Dr Peter Watson Simcoe County medical health officer said the health unit has inspected the jail four times and is con cerned about the close confinement of prisoners Each man is allowed 16 square feet of livingsleeping accommodation but the ministrys new standard is 75 square feet said Dr Watson Roger Oatley Ralphs lawyer also entered transcripts of Grand Jury reports on the jail dating from 1960 The reports he said condemn the jail as outdated and in adequate prisoners to punish them Once it starts it school proposed by the Simcoe County Board of Education for the Letitia Heights should open by the fall of 1980 Initial plans called for 1981 opening date but the need for the new school is so extreme the board asked the ministry of education to rearrange funding priorities The new school carries $950000 price tag and will house 425 pupils Many children living in that area are bused to Minesing because of overcrowding at the only school near Letitia Heights Portage View Barrie trustee Bill Straughan praised the provinces action which amounted to shifting of priorities An addition to secondary school in Bradford that was scheduled for 1980 is put back until 1981 In related actions taken Wednesday by the board dur ing regular session the lease agreement for the 35 acre Lampman Lane School site reached with Barrie was ac cepted and Millet Salter was named the projects architect The board will lease the land from the city for $1 year on long term basis The agreement includes costsharing plan for some recreational facilities Straughan said Salter was chosen because he worked on other schools of similar design and much of the work is completed in advance The move will save the board about $35000 Straughan said Eleven classrooms library and offices are included in the school to run complete elementary program Straughan told The Ex aminer the need for the school was made acute by the extreme growth in that part of Barrie during the past few years He said the board warned city council that it may not be able to meet the demands in the Letitia Heights for some time if the human relations program being proposed for countywide use by the Simcoe County Board of Education Wendy MacKenzie trustee for the Elmvale area told board members Cotters letter was inaccurate He
