cause By STEPHEN GAUER Of The Examiner Theres pathetic irony in the recent CRTC announce ment that the CBC must start to phase out popular American programs in favor of Canadian programs and outstanding foreign programming The CRTC issued the order when it renewed the CBCs TV if license until 1982 The CRTC regulates radio and television Canadaunfrotunately distinguished itself with wise decisions The CRTCs regula tions seem designed to make life difficult for private broad casters at the same time the CRTCs rigidly narrow view of the CBCs role seems designed to create public hell for Al Johnson the president of the CBC The CRTC is telling Johnson that the CBC must increase Canadian content particularly during the primetime hours But Parliament acting on its authority is gleeing chopping the CBCs budget The CBC has few friends in the House of Commons and that makes budget increases as unlikely as federal government surplus Its absurd to expect the CBC to produce enough programs to fill the primetime schedule The corporation simply doesnt have the financial or technical resources to do it Production facilities in Toronto for example are hopelessly The CBC cant do everything well often it has trouble doing afew things well And unlike the American networks it cant afford the luxury of using only fraction of the pro gams trying to win place in the lucrative primetime schedule In the US for every sitcom thats hit there are peraps dozen pilots that fell by the wayside Thats an in credibly wasteful method of producing television programs and one that the CBC just cant copy But theres more important issue at stake in the CRTC decision whether the CBC which has broadcasting monopoly in smaller communities has the right to eliminate popular US shows Im not defending the merit of those programs just the right of Canadians to watch them if they chose to In Barrie we have the luxury of watching those shows on other channels If the CRTC gets its way although Johnson is appealing the decision communities without cable TV will have to accept what the CBC gives them And considering the drop in CBC ratings over the past 10 years the CRTCs stupidity will force the corporation to lose even more its audience The CBC has been an ailing cripple for long enough is the CRTC determined to deal the final Tonight at the Orillia Opera House the Kiwanis Music Festival will present the Festival of Stars featuring top per formers from the twoweek competition The names of the young musicians havent been released but Barrie students will be among those performing according to festival 53 organizers Scholarship winners will also be announced at the concert which starts at 30 pm Any Rand fans can look forward to an upcoming ABC miniseries based on
