who have eliminated 5000 govem ment jobs in the last 10 months and Progressive Conservatives who say they will cut 60000 in the next three years any likely outcome of the May 22 looks bleak to public servants Some see the NDP with no announced policy on public service cuts as their least dam aging option but they recognize its chances of for ming the next government are virtually nil In Ottawa where one out of every three workers is federal employee the issue of govern ment jobs dominates candi dates meetings and cafeteria talk As the Public Service Alliance of Canada representing almost all public servants puts it We are not only choosing our government we are also choosing our em ployer it has done everything but come straight out and say so to indicate it supports the NDP There are 435000 federal pub lic servants in the country equivalent to about onehalf the population of Saskatchewan One quarter work in Ottawa Hull The remaining 75 per cent are scattered across the coun try in groups too small to have any significant impact on voting results Montreal and Toronto for instance each have about 32000 federal government workers but their populations are more than two million Liberals are under fire for the govemments August decision to trim 5000 jobs from its pay roll and to eventually cancel bo nuses paid bilingual bureau crats and its plans to relocate federal employees in such dis tant centres as Camrose Alta and Charlottetown and to link public service salaries with those of private industry exchange programs to include adults and to find ways of re ducing domestic travel costs Now both Prime Minister Trudeau and Progressive Conlt servative leader Joe Tlark have promised they would head government encouraging travel as way to foster national un ity LIBEHALS FIRST Only Trudeau has so far pre sented concrete plan He said in Montreal on Thurs day that Liberal government would expand the Open House program which promotes ex changes among students and expand it to include senior citi zens As well pilot project would be established for exchange vis its among entire families The Open House program be gan in the 197778 fiscal year For the current fiscal year $10 million has been earmarked for the program potentially subsi dizing exchanges among 33000 travellers By 198283 an estimated 100 000 persons would be aided by grants totalling $30 million Since the program began there was never enough funds to meet demand More than half of the cx changes so far were between Frenchand EnglishCanadians and made an effective contri bution to national unity Clark
