economy faces slowdown HONG KONG Reuteri After 20 years of almost unin terrupted growth Hong Kongs exportorientated economy faces slowdown in the next decade The prediction for this year is that the colonys gross domestic product GDP will rise by about nine per cent three per cent less than last year but still about double the target of most Western countries In his recent budget speech Financial Secretary Philip HaddonCave warned that the colony cannot expect to maintain such growth The GDP forecast for 1978 is higher than the rate believe we can expect to maintain through to the mid805 he said Some business leaders have forecast that by 1986 Hong Kong will be averaging growth rates of about four to five per cent With no natural resources and negligible home market Hong Kongs fate is closely tied to the world economy still recovering from the recession Economic analysts see little prospect of an upturn in the world economy in the imme diate future and the increasing number of tariffs and quotas being placed on Hong Kong ex ports particularly in Europe is seen as serious threat espe cially to its textile industry WORRIEIBYSIIIFT This shift to protectionism is most worrying for after all textiles and clothing represent about half of Hong Kongs do mestic exports Haddonave said But there are also local rea sons for predicted slowdown He noted that the growth in the workingage population is ex pectcd to slow from three to one per cent by the mid80s With Initial finding on safety defect WASHINGTON AP The US transportation department said Monday it has made an ini tial finding that there is safety defect in the fuel sys tems of 19 million Ford Pinto and 30000 Mercury Bobcat autos built in the 197176 model years The departments National Highway Traffic Safety Admin istration reported that crash performance tests have demon strated that rearend collisions at low to moderate speeds pro duced massive Pinto fuel leaks These resulted from puncture or tearing of the fuel tank and separation of the filler pipe from the tank The safety agency said the test program involving 12 rear end Pinto collisions produced two fires from fuel spillage when hit by vehicles travelling 56 kilometres an hour Tests at 48 to 56 kilometres an hour con sistently resulted in fuel tank damage sufficient to produce leaks In many of these crashes it said the Pinto doom were also jammed shut The investigation centred on the Pinto but the report said the Bobcat fuel system is identical to the Pintos The agency said only passenger cars other than station wagons are involved CHANGED SYSTEM The fuel systems for 1977 and latermodel Pintos and Bobcats were redesigned by Ford and the agency said 1977 Pinto was tested and met federal safety requirements in this world theres may result in recall of the we hicles affected In Ottawa transport department spokesman said officials will await final results of the US investigation before deciding whether Ford should recall the 200000 197176 Pintos and Bobcats in Canada He said the department has investigated three Pinto acci dents involving rearend colli sions fire and personal injury including one fatality in the last year Financially though Hong Kong still is in healthy posi tion Its fiscal reserves were $106 billion US at the end of March equal to 40 per cent of the gov ernments budget for the com ing financial year In addition the colony has foreign ex change reserves which in July last year were estimated by informed financial sources at $13billioiiUS EFFECT INKNtHVN The effect of the predicted economic slowdown on life in Hong Kong is unknown The safety valve of cone stantly rising standards of living and salaries previously had stabilizing effect on the Chinese population highly pressurized by overcrowding noise and an uncertain future But if the economic outlook turns bleak it might have wide ranging effects on the commu nity For instance sociologists point to the possible expansion of unions among long Kongs work force increased dis content among the young and faster talent drain to North America and Europe The catchword among government officials and businessmen discussing the future of Hong Kongs economy is diversification aimed at dodging rising tariff barriers We can help ourselves by di versifying into products that es cape restraint and that is hap pening the colonys
