Newmarket Midland and Orillia were off the job Christmas and Boxing days as pickets were stationed outside the office on Bayfield Street Operators in Ontario and Quebec are now working to rule with no over time and 25 per cent reduced job efficiency Examiner Photo Union asks operators to refuse overtime Bell Canada operators in Ontario and Quebec have been asked by their union to refuse overtime work for the duration of the holiday season and reduce overall ef ficiency by 25 per cent Bill Howes negotiator for the Com munications Workers of Canada said he is telling the operators to work to rule because neither Bell nor the union which represents 7400 employees has agreed to resume contract talks The implication of the slowdown means service will not be at its normal speed said Caroline Wise manager of operator services in Barrie She says it is difficult for the operators to judge what 25 per cent is No overtime means if the volume of calls is higher than estimated no operators will be available for work and management cannot take over as it did during the Christmas walkout she said You may dial the operator and there wont be anyone there said Mrs Wise The main problem in negotiations ap pears to be Bells claim that 22 clauses in the federal conciliators report are nebulous The union aCcepts the report and has suggested that the clauses be re submitted to conciliator Roland Tremblay for further ruling that would be binding on both parties Bell said the approach would be unacceptable Ottawa operators defied their union to day by voting to continue 48hour walkout that began Christmas Day Workers in Hamilton also stayed off the job today after an apparent misunderstan ding between employees and manage ment Union officials there said operators were returning to work at midnight but were refused entrance to the building They then reestablished picket lines But Bells Hamilton manager Marnie Spears said the operators werent barred from returning they just werent needed until later in the day In Montreai union officials announced policy that would have operators speak in French only although several operators said English service is continuing In Toronto operators were refusing to speak French but company official noted that few calls are actually handled in French Operators in Barrie are back on the job today Green not favorite color of area
