OTTAWA CP Chief Elec toral Officer JeanMarc Hamel is setting out to find 300000 new voters for the Feb 18 federal election with an improvised enumeration system Hamel said Tuesday he ex pects there will be more than two million changes to the last federal voting list including new voters But the clogged postal system in the Christmas season ruled out traditional doortodoor enumeration Hamel said The more than 100000 people needed for the usual enumeration would not get election material in time Instead he has turned to an experimental method using the final voting list for the May 22 election this year Its some what like system used in Que bec and Alberta and several foreign countries per manent voters list The change is already draw ing criticism from university students Many students
