director of the local society Keith Norton minister of community and social services has promised the it societies in creased responsibility for pro gram funding at the local level the societies through their proviiicial association have been lobbying for the changes for several years to make the job of providing service easier Don Jackson said The changes Wlll also allow the societies to respond better to local needs be said Friday While the new system will be in place for 1981 Jackson ex pects the societys current dit May not look like much now ticulties to remain problems during 1980 Norton also announced Fri day in Toronto societies would receive budget increases of eight per cent next year full percentage point more than his 1979 proposal but still far short of the increases many societies have requested in an attempt to maintain level of service and stave off finanCial problems Autonomy in spending hs been an issue since the last time the ministry altered its funding mechanism and in troduced more rigid system Once budget was set societies coul not make change in the sum of money allotted to specific social program Directors of the countys society have been very frustrated by the svstem which also ruled out transfers of funds from program to pro gram and often prevented them from dealing with local priorities he said Bill Straughan president of the society said the increased flexibility will provide the agencies charged with seeing to childrens needs more incentive to act on their own The changes will also speed up budget preparation which can take more than year he said Overall the ministry seems to have finally seen ths light Straughan told The Examiner Jackson said the increased flexibibility will not make the societies any less accountable for the service they provide and may make them more accoun table on local level Budgeting has been sore spot for the societies especially it Dave Hill who is coowner of Cabriolet Antique as small settlement when George Sheath arrived here in 1842 and renamed the area after his home in England from Olivers Mills During the War of 1812 soldiers used Willow Creek to get to the Nottawasaga River and named it after they were forced to clear out willow branches Earlier Indians trap ped and made baskets in camps along the creek The first town hall was built in 1854 serving as municipal office for Vespra Sunnidale and F105 Townships and Barrie until they separated the following year The hall was busy spot with concerts dances religious services and an annual grand ball and remained active for 81 years until new township building was erected In 1860 the first union church and Anglican congrega tion were formed Twentyone years later St Pauls Anglican Church went up followed by presbyterian church in 1867 During the last century Midhurst also housed saw mill soap factory and distillery and prior to 1881 supplied Barrie with all its electricity Lorne Orser Midhuist resident for 21 years and retired Barrie Tannery worker says the people make the community the best place in the township and he doesnt want anything to change that former resident of the small claims court to try to collect it but that court is not collection agencysays Ruth Workman Mrs Workman local court clerk told The Examiner Bar ries court handles more than 2000 claims year She said she believes that is more than county or supreme courts hanr dle Small claims court provides way for people to obtain money from their debtors without having to pay lawyers fees For example landlord may want to collect several months back rent from tennant The landlord may go to the small claims office in the Bar rie courthouse pay deposit and register claim Mrs Workman said the deposit may vary from $10 to 800 Deposit tariffs are based on the amount of money sought by the claimant and the distance he lives from Barrie When the claim is registered the court baliff visits the ten nant and serves him with summons The tennant has 10 days to pay his debt or dispute it If he disputes it the matter goes to court Jennifer Nightingale thinks In small claims court the parties involved represent themselves Mrs Workman said the atmosphere is in formal lacking the rigid rules of the higher courts The judge interprets the law in more elastic way than in superior courts she said Mrs Workman was ap pointed small claims court clerk Oct 19 She has worked in Harries small claims court for 22 years as deputy clerk The court handles damage actions loans rents contracts and bills bui the amount sought must not exceed $1000 Up until three years ago the small claims court could only accept claims up to $400 When the limitwas raised to $1000 the number of claims increased
