Examiner Vespra Township will ask the Ontario housing ministry lift zoning restrictions that have frozen industrial and com mercial development in the municipality since 1973 Council agreed Monday to send letter to Housing requesting that the freeze be lifted on all parts of the township not affected by annexation by Township clerk Dennis Wilson said the freeze was as result of development on the municipalities Bayfield Street strip which begins just south of McDonalds When developers were given the goahead to build there by council Barrie complained it would undermine its downtown development project and the province stepped in to Mf put on township came up with an official plan and zoning bylaw hesaid The official plan was completed later that same year and the zoning bylaw passed in 1976 Wilson said Both have been approved by the housing ministry but the freeze is still in ef fect The township has been asking for it to be removed for sometime Wilson aid Removal of the restrictions would not apply to lands cur rently under consideration for annexation by Barrie he said but it would offer some relief to the rest of the township Wilson said it is not impossible to get permission for some commercial or industrial development from the ministry despite the restrictions but the process is excessively time consuming For example he said an addition to general store in Midhurst or expanding restaurant to motel operation as well takes up to six months to gain ministry approval Easing the restrictions on operations such as this would not jeopardize development plans for downtown Bates the citys director of planning and development Large shopping centre developments could still be put into Vespra township however because its new bylaw which excludes such possibilities has not been passed by the On tario Municipal Board OMB said Bates The ministry of housing put the freeze on the township in 1973 so that the city of Barrie could proceed with its downtown redevelopment scheme The old bylaw allowed for large shopping developments such as the two now on Bayfield Street said Bates 1f the ministry lifted the freeze now with the old bylaw still in effect more shopping centres could be built in Vespra said Bates what he wants The ministry of housing has already stated it would prefer to wait until the OMB approves the new bylaw before lifting the freeze on Vespra township said Bates The city is waiting for letter from the provincial govern ment that is expected to say project matter has been forwarded to the OMB The Association of Barrie citizens ABC is meeting Wednesday at pm to discuss objections to the citys rezon ing for the improvement project That session is at the Barrie Public Library Vespra would not have the power to stop shopping cen tres
