the cuts will be made by turning Crown corporations into private companies Treasury Board President Sinclair Stevens outlined pre liminary plans for reducing the size and payroll of the public service at news conference Wednesday The govemment will elimi nate 35000 jobs in its own de partments and agencies by hir ing two persons for every three who leave the federal public service further 20000 jobs will be cut from the government pay roll through the sale of several unspecified governmentowned companies to the private sector To achieve the remaining 5000 cuts the government will direct senior officers of the surviving Crown agencies to reduce their staffs by 17 per cent Three uarters of the jobs schedule for elimination are outs de the national capital Stevens refused to disclose which Crown corporations are to be sold or to say which pro grams or services are likely to be cancelled He would not in dicate whether PetroCanada the $3billion government owned oil company the Con servatives have pledged to sell is included in his plan For each full year of oper ation the cuts should save the federal treasury between $800 million and $1 billion he said NO JOB GUARANTEE Stevens said it is impossible to estimate how many govem ment employees will be faced with unemployment as result of his restraint program Most public servants affected will be offered alternate government jobs but treasury board cannot guarantee anyone continued employment Employees of Crown corpo rations sold to private owners will normally remain with their agencies but can be stricken from the government payroll Stevens promised the govern ment would do its best to ensure that no essential services are jeopardized by the cuts He did not define which services he considers essential beyond saying the RCMP will remain at its current strength of about $000 The 80000member armed forces is also exempt from cuts and in fact the Conservatives have promised to increase forces strength by more
