Of any in province Alberta iail has worst reputation EDMONTON CP Some call it the Fort others call it the Sieve Escapes have averaged one month in the last decade and it has the worst reputation of any Alberta jail Corrections officials say Fort Saskatchewan Correctional In stitution does not lend itself to correction and does not repre sent their system The old jail it was built during the First World War looks like symbol of what Al bertas jail system was and what officials no longer want it to be It offers the usual unplea santries but mostly it is over crowded Designed to hold 325 prisoners it usually houses twice that many However help is on the way with the new remand centre in downtown Edmonton scheduled to open soon and take 325 pris oners from the Fort Edmonton lawyer Dave Bat chelor said that reducing the population at Fort Saskatche wan is only halfway measure When youre dealing with building that is as old as it is you cant begin to rehabilitate Theres an atmosphere an aura about Fort Saskatchewan which prevents an attitude being created thats conducive to rehabilitation HELP AVAILABLE former prisoner at the Fort Bob King assistant deputy minister for corrections in the solicitorgenerals department said his people are working hard at the Fort Five years ago King and his associates did survey of the jail population and found that 40 per cent of the convicts were doing time because they could not or would not pay fines Forty per cent of those people were Indian or Metis who make up only six per cent of Albertas population As result of the findings fineoption program was started to allow sentenced offenders to work off their fines Officials llso began tem porary absence and work pro grams designed to ease prison ers back into the community More than 80 per cent of the people in provincial jails stay there less than six months too short time to teach someone trade or to treat alcoholism START TREATMENT King said the idea now is to give offenders chance to start working or to start treatment for addiction or mental illness while they still have correc tions staff around to provide support 0f the roughly 7800 persons the service is responsible for at any one time 6000 are on pro bation King said The other 300 are technically in custody but onequarter are outside an institution for at least part of the day generally involved in some type of work Forestry camps house some offenders 150 others live in community residential centres halfway houses run by organ izations such as the John How ard Society and an ex offenders organization called Seventh Step About half the prisoners at the Fort are there because of liquor drug or driving of fences most are there only month or two and some are transferred to minimum security institution after couple of days The turnover averages about 84 day partly because half the prisoners are on remand awaiting court appearance To house these prisoners the province has built the new re mand centre in Edmonton There is companion centre in MEILUN or the examiner Monday Sept 17 1979 Calgary passerby could mistake the Edmonton centre for an office building The cells are small with barely enough room for table bed toilet and sink But they have bulletproof glass instead of bars gymna sium and recreation areas have been installed to help keep pris oners occupied SEGREGATE unable to find any evidence to support rumors that second trust fund had been set up for the former prime minister and his wife Weve looked high and low for one and havent been able to find it Senator David Walker said Saturday in telephone in terview from his home at T0 ronto Youd be surprised the trouble we went to to hunt up any second trust Walker and his fellow execu tors are preparing to have Die fenbakers will probated He said the only trust fund known to exist is the one that was re vealed when the will was made public last month That fund was set up in 1960 with $22175428 and now con tains approximately $475000 Reports of second trust fund surfaced last week with memo reportedly written in 1963 by Diefenbakers wife Olive referring to fund of $125000 Walker said he had seen only copy of the memo and was at loss to explain its meaning It isnt fair for me to specu late WROTE BRIEF NOTE The brief note signed Olive and found in the safe of Die fenbakers office on Parliament Hill said Bev told me that the amount at this time is $125000 which would give an annual income of approximately $10000 and that the principal could be called on if needed The name Bev apparently re fers to Beverley Matthews treasurer of the Progressive Conservative Party at that time and trustee of the 1960 fund Matthews Toronto lawyer could not be reached for comment Saturday However Senator Walker said executors of the Diefen baker estate had already had extensive talks with Matthews One possibility yet to be dis counted is that Mrs Diefenba ker simply made mistake in her note For example fund of $125 000 would have yielded $10000 year only if the interest rate had been eight per cent But the interest rate on bank loans rarely exceeded six per cent be Sears CORRECTION In Sears Home Furnish
