on heavy government backing he said It would be less of drain on the public purse would be subject to the stricter discipline of the private sector and en tirely dependent on its own cash flow In an considering the issue Wilson digressed from pre pared text on international trade to talk about PetroCan ada He said there is need for more reason in public dis cussion on the issue He said later allowing Americans to catch albacore tuna in Canadian waters as officials try to settle the tuna fish war As the officials sit down today to talk there are signs that the tuna may take some of the sting from the dispute by swimming out of Canadian waters However the government is standing firm on prosecuting American fishermen already charged with breaking Cana dian laws by pursuing tuna within the ZOOmile fishing zone of Canada The US officials led by John Negroponte are expected to press for American rights to fish for tuna within the ZOOmile zone this year and in the future Washingtons view is that the migratory tuna are fair game anywhere beyond three miles from the shore Canadian officials headed by maritime boundary negotiator Calico for Dressmaking OPEN TUESSAI 94 Dry rack for probably will argue that most nations agree that fishing jurisdiction ex tends 200 miles offshore and includes the tuna ROOM FOR DISCUSSION However there is room for discussion between these seemingly hardline positions It is understood the Canadian officials will seek concessions from the US particularly in the lucrative herring fishery to balance tuna fishing rights for American fishermen American fishermen on the West Coast have not been ac tive in the herring fishery But it is big moneymaker for Ca nadian fishermen as there is rich market in Japan for her ring roe herring eggs However herring swing through American waters and Ottawa is worried that if the Americans develop big ring fishery of their own it could deplete stocks Fewer herring would make it back to spawn in Canadian waters If the US is prepared to promise not to develop maior Soft Heat erature control control Wed Thurs Fri 930 am to 930 pm Fabric Master automatic temp automatic time herring ishery this might help balance American access to al bacore tuna in Canadian wa ters SEEK CONCESSIONS Concessions in other aspects of West Coast fisheries might also be sought There is concern in Ottawa about reports that some Ameri can senators suggest the recent tuna war may lead them to vote against an East Coast fishing treaty concluded earlier this year Ottawa says the problems on the West Coast underline the need for comprehensive fish ing agreement there as well as on the East Coast The tuna dis pute made it all the more im portant that the US Senate ratify the East Coast agreement The widelytravelled her Agent and lnstollerof fitnflmf WCll albacore tuna may soon leave Canadian waters because of recent bad weather informants say But that is not certain Unlike some other fish spe cies it is hard to predict whether the albacore tuna will be back next year Generally they come into Canadian waters only once every three years However it is understood the American negotiating team wants solution that will apply to next year and beyond And the Canadian team wants to make sure foreign fishermen abide by Canadian terms and conditions within the Mmile zone US officials have said
