for doubling in chicken imports Nystrom said Agriculture Minister John Wise and Trade Minister Bob de Cotret should stop issuing import permits to Maple Lodge to force them to buy Ontario birds The root of the problem lies in the federal decision several years ago to create national broiler chicken marketing agency The agency was estab lished last December but cant start operation until Ottawa works out import levels with the US But the federal trade depart ment has not begun those talks and farmers fear that means the agency wont be able to start up until next year mean ing at least fouryear delay from conception to birth In the meantime processing companies have artificially in creased chicken imports from the US to ensure that the negotiated level will be high enough that they will be able to keep down the prices they pay Ontario producers Before the agency was ever mentionned by government us imports accounted for about one per cent of Canadian requirements Since then importers have pushed the figure to seven per cent June Menzies chairman of the Farm Products Marketing Council warned importers ear lier this year that government knew what they were up to However no action has been taken by Ottawa Its obvious that certain un scrupulous processors and sell ers below the border are boost ing Canadian imports to estab lish hi her basis for negotiat ing glo import order was is sued Parrott said the Stamillion program required by the order is substantially unchanged from his earlier proposal The ministry refused to extend com pletion dates as Reed re quested Maclver company president met with Premier William Davis in an effort to have the program changed The order calls for Reed to complete primary pollution control by the end of 1982 at the pulp and paper plant in the northwestern Ontario commu nity of 7000 about 120 kilo metres east of Kenora The plant which employs 600 lost money for many years and so did not undergo the nor mal upgrading and decline in the number of cannabis offences the category of marijuana and hashish that continues to dominate Canadas drug statistics The total number of drug of fences declined to 60747 last year from 63843 in 1971 48 percentdrop Marijuana and hashish of fences reported to Statistics Canada by police made up more than 87 per cent of drug offences in 1978 There were 53 378 offences last year drop of five per cent from the 56447 in 1977 However heroin and cocaine offences while small in number com ared with can nabis jum dramatically in 1978 by 19 per cent for heroin to 1221 and by 16 per cent to 1030 for cocaine The reason behind the de creasing number of convictions feel is because there is not as much enforcement of the softer drugs said an Ontario Provin cial Police spokesman with the drug Polices narcotics bureau attributes the decline in cannabis offences and the rise in the number of heroin and cocaine offences to tendency of drug users to graduate from the softer drugs to using and meet current pol lution standards Maclver told legislature committee looking at the prob lem that the company lost $77 million in 1977 but now is earn ing rofit He said it could not affordlto
