already the tone has begun to sour Progressive Conservatives and Liberals are spending time exchanging insults while legislation lags The New Democratic Party says both are equally worthy of con tempt Social Credit is mad at everybody After week dominated by opposition condemnation of the Conservative govemments ac ceptance of high interest rates MP5 were back in the Com mons today to haggle over giv ing the government authority to borrow $7 billion this fiscal year The government had ex pected rapid handling of this legislation but debate has dragged on as Liberals and New Democrats used the time to attack Finance Minister John Crosbies economic policies Saying they object to handing the government what amounts to blank cheque they demanded to know what use Crosbie plans for the money Liberal spokesman said the party does not want to extend the debate much longer But he said many members are treating it as an opportunity to ridicule the government for what he described as its lack of economic policies HIGH PRIORITY The Conservatives have put high priority on that bill and on tax legislation that gives parliamentary authority for 1978 budget measures put into effect by the previous Liberal government House Leader Walter Baker has warned the government will not proceed with other bills such as longoverdue revision of the Bank Act and recentlyintroduced freedom of information legislation until the borrowing legislation and the tax bills are cleared up The Liberal spokesman predicted lengthy debate on the tax bills which include amend ments to the Income Tax Act and the Customs Act because members will use it as an op portunity to go after the government in the absence of budget due sometime in November The fireworks started last week when Prime Minister Joe Clark and Crosbie under repeated attack over their fourth interest rate increase blamed the Liberals for leaving the country in such bad economic shape that the new governments options are minimal In reply Liberal after Liberal quoted speeches made by Conservatives when they were in opposition and decried increased interest rates as economic retardents The Liberals consider the issue of interest rates as volatile as the governments plans to break up Petro Canada the governmentowned oil company and were ex pected to continue hammering the govemment with questions this week Meanwhile the NDP
