enable pisoners to be put into the car quickly and with relative safety Even dollarwise the apparent savings on smaller police cars may be false economy The police car is Workhorse Smaller cars simply wouldnt hold up as well and everyone knows the costs of car repairs today So while at first glance any move towards smaller or compact police cars might seem inviting thejoli ofefficient and safe subject have always said what believe to be the truth and reflection of the views of those ratepayers represent am unlike the ma jority of elected officials in all the various forms of government who the Tosorontio Township Resolution was presented to General Government Com mittee it brought with it an administration recommendation that it should not be sup ported One of the reasons put forward was that person required to work on clean up would then have less chance of finding job and leaving the welfare rolls At this point suggested that the resolution was really seek ing support in an effort to make those people who deliberately dodged work to do something for the support they receive also said that felt the resolution was not taking aim at those unable to find work nor at those physically unable to work On the basis of those stated views supported the resolution as did the majority of committee members In speaking to the motion on the floor said that my support was not bigotted personal opinion but rather reflected the views of some ratepayers that represented at council who were in general fed up with continuing support of welfare bums hastened to add that this underlies much of the debate about whether unilingual Frenchlanguage high school should be built in Penetanguishcne It is that singlelanguage school system for an isolated minority will prevent assimilation by the surrounding majority Regardless of which side of the political struggle people are on they seem to accept that claim as an undeniable promise The province for exampch rejected building new Frenchlanguage high school on the grounds the number of students who would be using it would never justify the $4 million cost But Education Minister Bette Stephenson accepts that without fact demeaned the responsible of fice to which was elected not only incorrect but quite melodramatic Eighty per cent of Welfare Funds in On tario are contributed by the Provincial Government and the other twenty per cent by the municipalities This boils down to the fact that the working people pay the total cost in one form of taxation or another The costs in Barrie for each month are staggering and these costs are repeated in every town city and village in Ontario all paid for by every worker That Mr Editor was what the Tosorontio Resolution was all about not about how much the taxpayer can bear for make work programs or how many or how few welfare cases are available to work in Barrie There are of course number of serious questions to be addressed in regard to the welfare system in Ontario and they should be studied as soon as possible by the applicable government However do feel that have the right to express View in general com mittee as it reflects some views of the people represent without being told by you that what said was ill advised generalities The local newspaper has an important function in every community along with radio and television Perhaps the most powerful tool available to newspaper is the Editorial Might suggest that if this is to be used to castigate any person elected or otherwise that there is moral obligation on the part of the author to lot given the im mense amount of managerial talent present in the USA On the Republican Party side small clatch of candidates some of them so right wing one must wonder if they are for real include cynically political presidential candidate of them all Kennedy still has not declared his crin didacy But he fences around that reality in so many ways with so many people one wonders too what his presidency would be like in terms of making hard decisions If you are an American you were told few weeks ago that Mrs Rose Kennedy gave her OK for her son to run for the presidency and presumably we can soon expect the selfsame son to throw his hat on the ring What kind of politics isthis In each case including several Republican candidates in addition to Reagan and Con nally who are largely government scientific and technological programs Its not exactly like being minister of external affairs or minister of justice but its certainly bettcr than being minister of state for social programs That was the job that the prime minister invented for Mr Gratltcy when he initially formed his cabinet following the May 22 general election job that no one as able to define with any clarity not even the minister responsible Why Mr lark felt obliged to create new niche for the 51year old parliamentary veteran will remain mystery SHORTAGE Its not as though there were too many ministers to fill existing portfolios 1n fact Mr Clark asked certain ministers to accept two unrelated portfolios while he created this vague lowlevel job for Mr Grafftey And it seemed particularly odd because government and Washington works Connally is clearly the best Since he has served in the cabinets of HE XRI ilMFITEY new portfolio expected to be vaulted close to the top But no Roch LaSalle was tucked away in the department of supply and services and Mr irafltcy was put in charge of social programs under Health Minister David trombie The prime minister reached into the Senate for more senior ministers from Quebec Mr Grafftey always the upbeat en thusiast tackled his illusive responsibilities with typical emotional flair Its just per fect he declared shortly after his ap pointment iust of Texas but with few personal events which cloud his political past He was indicted but later acquitted of charges of accepting $10000 bribe from milk producers for urging Nixon to increase their price supports In September Connally denied as vicious smear the report of irregularities in granting bank charters to eight Texans one of them his son while he was Secretary of the Treasury Ronald Reagan is the inveterate rightwing campaigner but this time thinking in terms of middleoftheroad Republicans who could be swayed by the fasttalking Connally At least Kennedy offers clear ideological alternative to the Republican pack with his heavy programs of increased state care for the sick and indigent his lessthanlthawkish views on the perennial international problem of dealing with the USSR But maybe in the US its too late for the kind of state medicine which we enjoy in Canada and Britain given the incredible costs of hospital administration and doctors services in the United States By comparison the muchmaligned Jimmy Carter whose polls on personal popularity are apparently lower than the lowest for Harry Trueman in the late 19405 doesnt look that bad Heward Grafftey elevated from for meals on wheels would be in charge of all social programs including famply allowances the Canada Assistance Plan disabled allowances vocational guidance and all of those countless programs under joint financing arrangement with the provinces be working with folks real folks he said in an interview Just think about all there is to do in this area and think about all the things we can do to help real people The way Mr iralftcy llllllétll viewed this new responsibility he would become one of the most influential ministers in Ottawa IOltE IIXIIII Hill And you could scarcely blame him for lhmkmgthis way isankllsinceltifut with one interruption li iratftey earned his way to position of influence He had fought like tiger running the emotional gauntlet from temper to tears on behalf of the little people of Canada Peering through those thick glasses the gnome from lirome Switched comfortably from English to French appealing for greater under standing between the founding races For time he was regarded as serious contender for his partys leadership although he eventually finished well down the line behind Mr Clark In short Mr Grafftey had earned more than hastilyconceived portfolio that would be under the ultimate responsibility of rookie 1th from Toronto And as the months went by it became increasingly clear that this rockie MP Mr Crombie would keep tight list on his departmental purse strings At time when the prime minister was trying to convince Quebecers that their voices would be heard loud and clear in cabinet Mr Grafftey was wandering aimlessly through the government announced an im pressive array of socalled controls to check the record inflation of that period Well Thanksgiving 1979 had brought an Ottawa announcement of the only anti inflation restraint thats left an increase in the administered level of interest rates to record high Canadas bank rate has been increased to 13 per cent from 1275 per cent Canadian chartered banks new prime lending rate is 1375 per cent up from 13 per cent set just four weeks carlieri but still below the coni parable US rate of 145 per cent The 1975 wagc and price controls which werent that but ceilings 0n wage increases and an enforced rollback of corporate profit margins helped to cut the inflation rate in half by the end of the following year In 1979 however consumer prices are rising almost as fast as they were four years ago and much faster than last year The annual rate of inflation in the first half of this year was 122 per ccnt in Canada and 14 per cent in the US In the second half of last year consumer prices rose at an annual rate of 72 per cent here and 79 per cent in the US SOLE WEAPON But the new Conservative government in Ottawa holds to the political position that antiinflation restraints were bad thing presumably because they were adopted by Liberal government That leaves it up to the Bank of Canada the sole official body thats trying to do any thing to check inflation And theres even question as to whether the central bank is resisting the trend toward higher inflation or simply making an inevitable reaction to inflationary pressures In theory if not always in practice is an increase in the cost of borrowing ought to dis courage people from borrowing money and spending it just as an increase in the price of anything else should discourage its use Bank of Canada statement said that its governor Gerald Bouey is well aware of the problems that current interest rates are causing to individuals and to business The underlying cause of these problems is the high present rate of inflation of which the current level of interest rates is symptom The only effective way to bring interest rates down on lasting basis is by achieving success in lowering the rate of inflation HOLLOW RING There have been 10 consecutive increases in Canadas bank rate since the beginning of last year without any noticeable success in lowering the rate of inflation Strong groups in the economy public officeholders and strongly unionized workers such as teachers auto workers and telephone installers are either automatically protected against inflation through salary indexing or have only to demand pay increases well in excess of the inflation rate There is therefore hollow ring to the criticisms of those who contend that interest rate increases are some kind of conspiracy against labor designed to increase uncm ployment The September jobless rate actually dipped to 71 per cent of the labor force the lowest in three years The growth of inflation is clearly the most urgent economic problem Fighting inflation is the only sensible way of fighting unem ployment and other economic ills That could mean still higher borrowing costs in the months ahead bible
